Memorandum To: Bill Majerus, RHRA Chair From: Cathy Bennett, Senior Associate Cc: Kirstin Barsness, BCS President John Stark, Roseville Co mmunity Development Director Date: December 27, 2006 Re: Consulting Services Contract for HRA Executive Director - 2007 Per our discussion, I have modified the c ontract between BCS, Inc and the Roseville Housing & Redevelopment Authority on a month to month basis. The following outlines the same menu of consulting services for the Roseville HRA as previously provided in 2006. However, it is anticipat ed that time spent on HRA programs will solely be in a management capacity with general administrative duties performed by the Community Development Department Assi stant at a lower hourly rate. The month to month contract will allow the HRA to c onsider the best future options for executive director services within the Roseville Co mmunity Development Department as well as keep the momentum of existing pr ograms and services of the HRA. The main difference between a month to mont h contract and an annual contract is the hourly rate. Based upon an annual contract , BCS was able to provide a reduced hourly rate of $85 per hour. However, the month to month services will now be billed at the BCS normal public serv ice rate of $100 per hour. Proposed Scope of Services. BCS, Inc. through Cathy Bennett shall perf orm necessary and requested services relating to the actions and activities of th e HRA Executive Director on an as needed basis as outlined below. In additi on, BCS employee Dennis Welsch will provide services for the HRA when Cathy Bennett is unavailable or on a project by project basis.
