HRA Fee Reimbursement - Page 1 of 2 <br />Request for HRA Action <br /> <br />Date: 01-16-07 <br />Item No: 8.c. <br />Director Approval: Agenda Section: <br /> CB Action Item <br /> <br />Description: Policy on Reimbursement of Program and Development Fees (HF0054) <br /> <br />1.0 Requested Action: <br /> <br />1.1 After discussion, <br /> <br /> By motion , adopt a policy the requires the use of an application process and preliminary <br />development agreement as a method to reimburse the HRA for fees associated with the <br />review of assistance with housing (re)development. <br /> <br />2.0 Policy Suggestions for Fee Reimbursement: <br /> <br />2.1 In November 2006, the HRA determined that it was important to have a method of <br />securing reimbursement of outside consulting fees associated with the request of housing <br />assistance funds (TIF, bonding or HRA funds) and directed staff to have the HRA <br />attorney from Krass Monroe prepare an application and agreement for use when <br />reviewing developer requests for assistance. Attached is an application and preliminary <br />development agreement sample for your review. <br /> <br />2.2 The following is suggested policy statements for review of housing assistance and use of <br />the assistance application and preliminary development agreement. <br /> <br />a. The HRA staff will actively seek developer (for profit and non-profit) interest to <br />facilitate housing development and redevelopment that meets the objectives of the <br />Housing Plan. <br />b. Developer projects will be discussed with the RHRA if a partnership and financial <br />assistance is requested. <br />c. Upon developer interest and inquiry regarding housing property in Roseville <br />where financial assistance is requested, the HRA will determine if the interest <br />meets the objectives of the Housing Plan. An initial financial analysis of the <br />project will be completed internally by HRA and/or Community Development <br />staff to validate that there is a need for public assistance. <br />d. Once preliminary need has been determined, the developer will be asked to make <br />a formal application and enter into a preliminary development agreement with the <br />HRA. The agreement will be approved by the HRA and a deposit will be make <br />by the developer prior to securing outside financial consulting assistance. <br />e. When TIF and/or Tax Abatement is requested, the HRA will seek the support of <br />the City Council regarding the request prio r to entering into an agreement with
