5 <br />Member Masche has seen many different applicatio ns. He suggested that an application fee be <br />included to make sure that the deve loper is serious about the project. <br /> <br />Motion: Member Kelsey moved, seconded by Member Maschka , to require that any <br />request for financial assistance from the HRA enter into an agreement that <br />specifically requires the de veloper to reimburse the HRA for outside consulting <br />fees and staff time associated with the re view of the project. In addition, direct <br />staff to have an agreement drafted by HR A attorney for specific approval by the <br />HRA Board at their meeting in January. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion Carried <br /> <br />d. Consider Modification of 2007 HRA Levy Request (HF0051) <br /> <br />Executive Director Bennett noted that the HRA adopted the 2007 Preliminary Program <br />Budget and approved Resolution No. 22 reque sting a levy for 2007 in the amount of <br />$255,750 to support programs and administration of the HRA. The approval of the <br />requested levy was contingent upon the Co uncil’s preliminary support to provide <br />$100,000 grant for the renovation of Har Ma r apartments by Central Community <br />Housing Trust (CCHT) in 2007. The HRA noted that if the Council was not <br />supportive of providing funds to this proj ect, the HRA will modi fy their request for <br />2007 for an amount of $155,750. HRA staff has been informed by representatives of <br />CCHT that they were not successful in securing the needed tax credits from the state in <br />this year’s round of funding. Therefore, ba sed upon this information, they will be forced <br />to delay the plans for full renovation until 2008 with the hopes that they will secure tax <br />credits in the 2007 funding round. <br /> <br />CCHT still requests the need for both HRA funding in the amount of $350,000 and tax <br />increment assistance for the project to proceed. However, the earliest that they will need <br />those funds is 2008. <br /> <br />Motion: Member Maschka seconded by Member Pu st, to inform the City Council that the <br />additional $100,000 in levy funds requested for 2007 would not be needed until 2008. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion Carried <br /> <br />9. Information, Reports and Other Business <br /> <br />a. Affordability Options for Mounds View School District Development Site <br />(HF0044) – Request to Remove from Agenda from MV School District <br /> <br />Executive Director Bennett noted that Mounds View School District requested that this <br />item be removed from the HRA agenda. <br />
