Housing Plan – 2005 Page 10 Roseville HRA <br /> <br />4.3 Develop affordable workforce housing policies and programs. <br /> <br />• Evaluate what is “affordable/workforce housing” and develop a policy that can <br />assist new and existing programs and re duce park dedication fees. Review <br />innovative development techniques such as reduced lot sizes, narrower road widths <br />and flexible construction techniques to reduce the cost of new housing <br />developments. I dentified as a high priority for the HRA. <br /> <br />• Explore the merits of establishing an inclusionary housing policy whereby <br />developers are provided with increased de nsity (smaller lot si zes, narrower roads) <br />to achieve affordable workforce housing goals. <br /> <br />• Support affordable workforce housing through the use of tax increment financing, <br />Ramsey County Home Funds, HUD - CDBG , Minnesota Housing Finance programs, <br />Federal Home Loan Bank dollars and Local Development Corporation funds. <br /> <br />• Work with developers to utilize tax credit programs and revenue bonds to reduce <br />the cost of financing for affordable workforce housing . <br /> <br />4.4 Encourage young families to move into the community through the <br />support and partnership with first time buyer programs. <br /> <br />• Provide a program that targets multi-family renters to realize the American dream <br />of owning their own home. Particularly target those renters where there is a <br />concentration of young professionals, ch ildren and rental rates which indicate <br />enough income to shift to a mortgage payment without major financial difficulties . <br />Identified as a high priority for the HRA. <br /> <br />• Develop and collaborate on a first time homebuyer program to target housing for <br />local fire fighters, police officers and te achers who wish to live in the City and <br />desire to better serve the residents with less commute time and quicker response <br />time. Identified as a high priority for the HRA. <br /> <br />• Support and encourage the use of the Ramsey County First Time Home Buyers <br />Program which provides down payment assistance for low-moderate income <br />households purchasing their first home in Ramsey County and reduced rate <br />mortgages. <br /> <br />• Support and market free home ownership education , funded in part by Ramsey <br />County, which includes information regarding the buying process, financial <br />assistance available and linkages with for sale homes affordable to the first time <br />homebuyer. <br />
