Housing Plan – 2005 Page 21 Roseville HRA
Section 5. Benchmarking

To ensure that the action steps meet and achieve the HRA goals, a system of
review or benchmarking will be established to provide a litmus test for success.

The benchmark program for the Housing Pl an is reviewed by two factors.

1.) Comparison with similar communities
2.) Outcome based evaluations

The HRA’s annual report will include a co mparison of improvements, renovations,
programs and services with other first ri ng communities. The comparison will also
include funding levels and resources.

The Outcome Based Evaluation is a resu lts oriented measurement of how the
various programs have made a difference in the City. This method provides
accountability to funders and the community at large. In addition it provides a
return on the public inve stment and a sense that the community is getting
something for their money. The Outc ome Based Evaluation approach helps
determine which programs are working, whic h are not and provides opportunities to
adjust strategies and tactics for increa sed effectiveness, as well as direct
resources to those programs with proven results.
