Benchmarking <br /> <br />To ensure that the action steps meet and achieve the HRA goals, a system of <br />review or benchmarking will be established to provide a litmus test for success. <br /> <br />The benchmark program for the Housing Pl an is reviewed by two factors. <br /> <br />1.) Comparison with similar communities <br />2.) Outcome based evaluations <br /> <br />The HRA’s annual report will include a co mparison of improvements, renovations, <br />programs and services with other first ri ng communities. The comparison will also <br />include funding levels and resources. <br /> <br />The Outcome Based Evaluation is a resu lts oriented measurement of how the <br />various programs have made a difference in the City. This method provides <br />accountability to funders and the community at large. In addition it provides a <br />return on the public inve stment and a sense that the community is getting <br />something for their money. The Outc ome Based Evaluation approach helps <br />determine which programs are working, whic h are not and provides opportunities to <br />adjust strategies and tactics for increa sed effectiveness, as well as direct <br />resources to those programs with proven results. <br />
