5 <br />John Kysylyczyn, 3083 Victoria Street. Served as fo rmer mayor and sat in council chambers for over 9 <br />years and have worked on these issues for many years. He has lived in Roseville for 20 years. Paid close <br />attention to the issues. The issue he would like to address is in CAG reco mmendation 2 regarding the <br />revision to the court citation process. He noted that th ere is no abuse in the process because it has to go to <br />the council currently. This is the safeguard needed for the process. He feels that the CAG was not <br />informed on the issues. He does not feel that the HRA should be concerned with what other cities are <br />doing and how do they address this issue. He does not want to be like other cities which have problems <br />with how they use the process. He feels that if the HRA supports CAG recommendation 2 they would be <br />supporting reversal of one of the most successful polici es that has been adopted since he was Mayor. The <br />staff has supported this process and has heard no report that the previous process would resolve issues <br />quicker or that the previous process would worked be tter. Mr. Kysylyczyn showed a chart regarding how <br />the process worked pre 1998 to th e present. Discussed previous cases where court citations were issued <br />and how the problems were not resolved but by emin ent domain, mediation and abatement were used. <br />These processes currently are allowed and would not ch ange by tightening up the court citation process. <br />In addition there is no process to determine whic h method staff should use with regarding home <br />maintenance issues. There is no specific standard th at staff members have been given regarding their <br />authority to issue tickets. In addition, the council doe s not have oversight of staff members with a city <br />manager form of government. Need to look at the f acts. The best approach that works is the current <br />process. Proposed deletion of 1.3.a, 3.a. of the st aff report and CAG recommendation 2 with replacement <br />language that was handed out. A unified policy of acti on rather than dumping it on the court is what he <br />proposes. Believe this is what the HRA should be re questing and it is within their authority to put <br />together this much broader policy issue. <br /> <br />Lillian Chiarella, 1708 Millwood has lived in Roseville fo r 50 years. Roseville has been a successful city <br />in spite of its politics. She urged the HRA not to wait two years to really address the problem. The <br />problem is the college. Allowing bad practices to c ontinue and the HRA should get procedures in affect <br />that work. She feels there is too much latitude with regards to bending the ru les. She asked how many <br />people can live in a single family home that are not related. She supports a rental license program. <br />Business can absorb a $25 fee and should not object. It provides protection to those that rent property and <br />to the city. <br /> <br /> <br />Council member Tom Kough spoke but noted that he was not taking a position for or against the CAG <br />recommendations. He wishes the HRA would look at taking care of all of the units not just smaller units. <br />Why is this group not looking at a larger issue? The parking problem is related to college homes. He is <br />waiting for a recommendation but would encourage the HRA to look at all units not just the smaller units. <br />In addition would like to see a grandfather clause that if the property is inspected and it was approved, <br />that property would not have another inspection unless there was a complaint. He noted that the City <br />does not have the staff to do inspections. <br /> <br />Annette Phillips, 3084 Shorewood Lane. She is a memb er of CAG. The city does not have sufficient <br />data to identify rental property. Other communiti es have strict license agreements and the rental <br />registration program is a minimal program to correctly collect the data so that the problem can be <br />sufficiently addressed. Education is a good component of the CAG recommendations which addresses <br />owners and renters collectively. The CAG did consid er rental property as a business and they should be <br />held to higher standards. <br /> <br />Jim Olson – 2930 Labore Road, Little Ca nada. He is a member of the CAG as a non-resident landlord. A <br />year ago the council had an ordinance to regulate prop erty very heavily. He objected to that as many <br />landlords did. The committee sat for 6 meetings, 2 hours per night with significant input from all <br />stakeholders. Just asking to register your property and giving the staff tools to go after the problem
