3 <br />Member Kelsey noted that she would like to see more marketing effort to increase the usage of <br />HRA programs and awareness of HRA goals. She felt that the current arrangement is not <br />providing enough time to focus on and increased marketing effort. <br /> <br />Member Pust wondered if the analysis has been completed to understand what the HRA can get <br />for its budget dollars of $45,000 for staffing and is concerned that Mr. Stark is not sure if the <br />existing staffing within the CD department can accommodate the needs of the HRA. <br /> <br />Member Kelsey noted that all options need fu rther evaluation and suggested that a decision on <br />staffing be continued until the next HRA meeting. <br /> <br />Additional discussion continued regarding arrange ment with BCS, Inc for the next 60 days. <br />Member Pust suggested that Ms. Bennett provide minimal work associated with the HRA for the <br />next 60 days until such time as a permanent arrangement can be discussed. <br /> <br />Ms. Bennett requested clarification regarding continued work on the following HRA activities <br />such as the Housing Improvement Area work, Re ntal Housing Program next steps, Har Mar <br />Apartments Renovation and the Home & Garden Fair. Member Kelsey suggested that Ms. <br />Bennett only work on the facilitation of the Home & Garden Fair and that continuing work on the <br />other mentioned programs be delayed until a perm anent arrangement for an Executive Director <br />can be determined. <br /> <br />Chair Majerus also suggested that a decision regarding support of the administrative services <br />agreement with the city be continued. <br /> <br />City Manager Malinen noted that he will work to provide information regarding the options and <br />how this works within the current city sta ffing framework within 60 days for the HRA’s <br />consideration. <br /> <br />c. Consider Policy and Agreements for Reimbursement of Program and <br />Development Fees <br /> <br />Ms. Bennett noted that the HRA determined that it was important to have a method of <br />securing reimbursement of outside consulting fe es associated with the request of housing <br />assistance funds (TIF, bonding or HRA funds ) and directed staff to have the HRA <br />attorney from Krass Monroe prepare an application and agreement for use when <br />reviewing developer requests for assistance. Ms. Bennett noted that an application and <br />preliminary development agreement sample has been provided for the HRA’s review and <br />approval. <br /> <br />Member Pust asked if the appl ication is the same as the City’s application and policy for <br />tax increment assistance and if not that they should be the same. <br /> <br />Member Kelsey noted that the request fo r project cash flow information should be <br />changed from 10 years to 20 years. <br /> <br />Chair Majerus suggested that action on this item be continued until further evaluation <br />could be provided in coordination with th e City but that any requests for assistance
