RHRA_ 2007 priorities & work plan (1-16-07) - Page 1 of 1
REQUEST FOR HRA DISCUSSION – February 20, 2007
Continued from January 16, 2007 Meeting

Date: 1-16-07
Item No: 9.b.
Staff Approval: Agenda Section:
CB Discussion
Item Description: Discussion 2007 Work Pl an and Priority Action Steps (HF0056)

1.0 Discussion Summary

1.1 Each year the HRA reviews its housing priorities for the year so that the budgeted
funds can be utilized in the most efficient and effective manner and high priority
programs are implemented. A work plan helps provide direction and focus to
HRA staff and the Board for program management and implementation based
upon budget resources and HRA goals and objectives.

1.2 The draft work plan is based upon the HRA Housing Plan as well as budgeted
resources for the coming year.

1.3 Attached is the most current HRA Housing Plan. The Housing Plan will need to
be updated this year with new demographic data and evaluation of goals and
objectives for 2007 and future years. This is necessary to both annually ensure
that the programs are meeting the needs of the community as well as for a
mandatory update to the City’s Comprehensive Plan. The HRA is responsible for
the housing section of the City’s Comprehensive Plan. The HRA’s housing plan
is the housing section of the City’s Comprehensive Plan.

1.4 HRA staff has attached the 2006 list of priority action steps for HRA discussion
as well as the more detailed work plan that was crafted by a subcommittee of the
HRA and adopted by the full board in 2006.

1.5 The subcommittee system has been successful for the HRA to complete more
detailed analysis of HRA issues. Staff is suggesting that a housing plan
subcommittee be established to develop a 2007 work plan as well as work with
the planning commission in the process to update the City’s housing section of
the Comprehensive Plan. The subcommittee can consist of as little as two
members and not more than three members of the HRA Board.

Prepared by: Cathy Bennett (792-7015)
Attachment: HRA Housing Plan, 2006 priority action steps and work plan, adopted 2007 budget
