RHRA_Future_Staffing_(03_07) - Page 1 of 2 <br />REQUEST FOR HRA ACTION <br /> <br />Date: 03-20-07 <br />Item No: 8.b. <br />Staff Approval: Agenda Section: <br /> CB/JS Action Items <br />Item Description: Consideration of future staffing alternatives. <br /> <br />1.0 Background <br />1.1 At its regular meetings on January16 and February 20, 2007, the HRA discussed <br />alternatives for its continued staffing needs. <br />1.2 At those meetings, three specific opti ons were provided by the Acting Executive <br />Director Cathy Bennett and Community De velopment Director John Stark. Those <br />options included: <br />1.2(a) Option 1 : Continuing to employ Cathy Bennett as the Executive Director; <br />1.2(b) Option 2 : Creating a Housing Coordinator/HRA Executive Director position <br />with the City’s Community Development Department, and; <br />1.2(c) Option 3 : Having the Community Development Director serve as the HRA <br />Executive Director with additional Comm unity Development staffing to help <br />support the HRA and its housing programs. <br />1.3 As directed by the HRA, a comparison of the costs and dedicati on of hourly services <br />to the HRA for each of the above three op tions has been prepared. Based on the <br />assumptions made in preparing this compar ison, all three options fall within the HRA <br />budget for 2007 personnel costs. <br />1.4 In discussions with City Manager Bill Malinen, his preference for future HRA <br />staffing is Option 3 (utilizing the CD Dir ector as the Executive Director with <br />additional support staffing). <br />1.5 Options 2 or 3 would require subsequent actions by the City Council to create new <br />positions in city staffing regardless of whether that staffing was financially supported <br />by the HRA.
