2 <br />7. Public Hearing <br /> <br />None <br /> <br />8. Action Items: <br /> <br />a. Approval of Contract for Housing Resource Center Services for 2007 <br /> <br />Bennett provided a summary of the request associat ed with the annual contract for services with <br />the Greater Metropolitan Housing Corporation (GMHC) for Housing Resource Center (HRC) <br />services in the amount of $30,000 which is the same fee at 2006. Ms. Bennett noted that the level <br />of activity and service of the Housing Resource Center increased in 2006 and that the service <br />provided by the HRC provides residents with resources that are not available by city staff. <br /> <br />Carolyn Olson, President of GMHC, provided a history and background on the company and the <br />HRC which started in Roseville in 2000. She also discussed the Senior Housing Regeneration <br />Program and how that program was developed first specifically for Roseville and expanded <br />throughout the County and metropolitan area. <br /> <br />Program Manager, Suzanne Snyder, discussed the activity of the HRC in Roseville regarding the <br />ownership loan program, the family affordable loan program and programs provided by the <br />County and State. In addition, she noted that Roseville residents take full advantage of the <br />services of the construction manager for technical renovation advice and support. She noted that <br />the HRC office also provides advice on first time homebuyer programs, mo rtgage financing and <br />foreclosure prevention assistance. <br /> <br />Member Pust requested background regarding why the ownership loan program was not tied to a <br />specific income limitation. Ms. Olson noted that the program was provided as a carrot to <br />encourage all homeowners to invest in their homes and many times the small about provided by <br />the HRA is leveraged by a much larger amount of private funds through home equity loans and <br />conventional bank loans. Ms. Bennett noted that the program was evaluated several years ago to <br />make sure the funds were used by those with m oderate incomes. The evaluation indicated that <br />over 80% of the loans were issued to those with incomes at or below 120% of the AMI which is <br />the target for the HRA. Member Pu st requested a copy of that report. <br /> <br />Member Kelsey suggested that the evaluation be completed again since the market has changed. <br /> <br />Member Elkins noted that she is thrilled with the partnership between the HRA and GMHC and <br />that there is great return on the investment fo r Roseville residents in the services provided by the <br />HRC. <br /> <br />Motion : Member Pust moved, seconded by Member Elkins, to approve a Consulting Services <br />Agreement with the Greater Metropolitan Housing Corporation for the Housing Resource Center <br />for 2007 in the amount of $30,000. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />
