HRA REPORT <br /> <br />Date: April 17, 2007 <br />Item No: 9.b. <br />Staff Approval: JS Agenda Section: <br /> Action Item Description: Summary of Hous ing Improvement Area Survey (HF0052) <br /> <br />1.0 Background <br /> <br />1.1 On November 20, 2006, HRA Executive Director Cathy Bennett made a presentation to <br />the City Council regarding public policy issues pertaining to financial assistance for <br />common-area condominium and town home improvements via a Housing Improvement <br />Area (HIA). This item was brought to the Council due to a petition from the Westwood <br />Village I Condominium Association requesting the use of the HIA funding mechanism <br />for common area improvements. <br /> <br />1.2 During the meeting, Councilmembers requested that the HRA complete a survey of all <br />condominium and town home associations in Roseville to learn about their ability to <br />finance common area improvements (e.g. status of their reserve funds) and to identify <br />other potential users of this funding tool. <br /> <br />1.3 On March 29, HRA staff sent a survey to 33 condominium and town home associations <br />in Roseville. The HRA received ten surveys of which nine would be eligible to receive <br />funding through an HIA. The survey asked if complexes had an association; the existence <br />of association operating budget and/or reserve fund; the adequacy of the operating budget <br />and/or reserve fund to fund both short- and long-term maintenance; common area <br />improvements over the last five years and type of improvement made; and asked <br />associations to identify future common area issues. <br /> <br />1.4 In early April, a survey was sent via e-mail to members of the Minnesota Chapter of the <br />American Planning Association. This survey asked members if the communities they <br />worked for had utilized an HIA; if used, its effectiveness; and if considered and not used, <br />why. Twenty-three MN APA members responded and of those only three had created an <br />HIA in their city. <br /> <br />2.0 Results of Surveys <br /> <br />2.1 Attached to this report are results from both the condominium/town home association <br />survey and the MN APA membership surveys. <br /> <br />2.2 Condominium/Town Home Survey Results <br /> Ten surveys were returned of which nine associations were eligible for HIA funding. <br /> (One respondent was a from a single-family homeowner’s association and therefore not <br /> eligible for HIA funds.) <br /> HIA Survey Results (04/17/2007) - Page 1 of 2
