Resolution of Appreciation for 2007 Home & Garden Fair Sponsors and <br />Volunteers. <br /> <br />Ms. Bennett read the resolution of appreciation. <br /> <br />Motion: Member Millasovich moved, seconded by Member Pust, to approve a Resolution <br />of Appreciation for Sponsors and Vo lunteers the 2007 Home & Garden Fair. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />b. HRA Executive Director and Administrative Staff Options for 2007 <br /> <br />Ms. Bennett provided a summary of the possible staffing options for the HRA in 2007. <br />Community Development Director John Stark summarized the chart of financing assumptions. <br /> <br />1. Retain Contract HRA Executive Director. <br />2. Create a new Executive Director/Housing Coordinator position within the Department of <br />Community Development to be funded by the HRA. <br />3. Seek to have the Community Development Di rector serve as the HRA Executive Director <br />and create a new part-time Housing Program Coordinator position within the Department <br />of Community Development to be funded by the HRA. <br /> <br />Chair Majerus noted that in reviewing the chart of financing options that there are more hours per <br />week available at various rates. Member Pust inquired about option #3; specifically how staff <br />arrived at the rate of compensation for the Housing Coordinator position. Member Masche <br />inquired how Roseville’s HRA staffing, current a nd proposed, compares to si milar communities. <br /> <br />Community Development Director Stark opined that the HRA should keep Ms. Bennett on an <br />as-needed basis. Chair Majerus agreed. Member Ke lsey noted that this would need to be within <br />the HRA budget. <br /> <br />Member Kelsey inquired about the process invol ved in hiring and training a new Housing <br />Coordinator. CD Director Stark answered that a new position would require approval by the City <br />Council and, allowing 6-8 weeks for advertising, it could take approximately 10-12 weeks to fill <br />the position. If Mr. Stark were to serve as the HRA Executive Director, there would be need to <br />be a reallocation of existing personnel within co mmunity development and that this would also <br />require City Council approval. <br /> <br />Member Kelsey asked if this option would require a salary adjustment on the City side for that <br />reallocation of existing personnel (Yes). Member Pu st opined that she saw this once at the City <br />Council level, but she needed more in formation to make a recommendation. <br /> <br /> 2
