REQUEST FOR HRA ACTION <br /> <br />Date: 09/18/2007 <br />Item No: 8 a. <br />Director Approval: Agenda Section: <br />CB Action Item Description: Support for Metropolitan Council Tax Base Revitalization Account <br />Funding – Central Community Housing Trust – HarMar Apartments <br />(HF0039) <br /> <br />1.0 Requested Action <br /> <br />1.1 The Central Community Housing Trust (CCHT) is requesting the Roseville HRA’s <br />support of its preparation of an application to the Metropolitan Council’s Tax Base <br />Revitalization Account for the evaluation of lead and asbestos within the buildings of the <br />HarMar Apartment Complex. <br /> <br />2.0 Background <br /> <br />2.1 In May 2006, CCHT purchased the 120-unit HarMar Apartments. They are preparing <br />plans to renovate the existing units and construct an additional 30 units. <br /> <br />2.2 The 40-year old complex is in need of si gnificant renovations and repairs. CCHT has begun <br />interior renovations to many of the apartments within the complex. <br /> <br />2.3 CCHT is striving to keep the units affordable. To achieve this, public assistance will be <br />needed and funds from MHFA, Metropolitan Council, and other public agencies are <br />critical. <br /> <br />2.4 CCHT has partnered with the City to apply for Livable Communities Demonstration <br />Account funding for onsite stormwater management improvements and has also applied <br />for funding through the MHFA to assist with the general rehabilitation of the complex. <br /> <br />2.5 CCHT has asked the City to consider applying for a grant from the Metropolitan <br />Council’s Tax Base Revitalization Account to assist with the evaluation of lead and <br />asbestos within the buildings of the HarMar Apartment Complex. CCHT has offered to <br />prepare the grant application. <br /> <br />3.0 Staff Recommendation <br /> <br />3.1 The HRA has committed funding to the rehabilitation of the HarMar Apartments. CCHT <br />is attempting to leverage additional funding from granting agencies in order to maintain <br />affordability during and after the renovation process. Staff recommends that the HRA <br />support CCHT’s application for grant funds to assist with the evaluation of lead and <br />asbestos within the structures of the HarMar Apartment Complex. <br /> CCHT/HarMar Apartment TBRA Support- Page 1 of 2
