Cliff Benson of 582 Sextant Ave. expressed his concer ns over maintenance issues pertaining to rental <br />properties in the city. He noted that with growing foreclosure issues, these issues will be magnified. Mr. <br />Benson indicated his desire for the city to speed up the code enforcement process to respond to these <br />issues more quickly and discourage absentee landlords from entering the community. <br /> <br />John Kysylyczyn of 3083 Victoria St. addressed the board to express his support for good and strong code <br />enforcement as long as groups such as the HRA and City Council are involved in the process before <br />major action is taken and allow for public involvement. Mr. Kysylyczyn expressed his support of the <br />abatement process as well as early intervention by City Council. He noted his belief that the HRA can <br />play a role in the code enforcement process by funding an additional staff person to address the issue of <br />deteriorating housing stock. Mr. Kysylyczyn opined that the code enforcement process can take too long <br />in some instances. He noted that the City C ouncil can address the case at 2424 Dale St. by setting a <br />reasonable time limit and directing staff to take action. <br /> <br />Member Pust noted that she will take this discussion to the City Council and build upon their suggestions. <br />Ms. Bennett suggested that the HRA consider a program similar to one in Shoreview where staff makes a <br />“sweep” through a neighborhood to provide e ducation and address complaint issues. <br /> <br /> <br />e. Board & Staff Reports <br /> <br />Ms. Radel sought volunteers to partake in the City’s Comprehensive Plan update process. She noted that <br />the first Steering Committee meeting will be held on Wednesday, October 10 and urged the board to <br />participate in the process by sending a member to act as a liaison for the HRA. Ms. Radel outlined the <br />time commitment that would be required. Member Kelsey and Member Maschka expressed an interest in <br />attending the meetings as the HRA liaison. <br /> <br />Ms. Radel next informed the HRA members of the C ity’s Open House that will be held on Saturday, <br />October 13 from 10 a.m. to 2:00 p.m. Ms. Radel so licited volunteers to staff the HRA table and answer <br />questions from the public. Member Kelsey suggested having a staff member from the Housing Resource <br />Center staff the table also. <br /> <br />Adjournment <br />The meeting was adjourned at 8:41 p.m. <br /> <br /> <br /> <br />Next Regular Meeting: October 16, 2007, City Council Chambers at 7:00 p.m. <br />
