Member Pust asked for clarification of the scope of work regarding the exterior improvements. Mr. <br />Darrow recommended a scope of work to include removal of railroad ties from the back yard, removal of <br />stone, removal of weeds/debris and seed or fill bare spots in the back yard, weather permitting. The board <br />agreed that at the new price of $210,000, additional interior improvements to the home would not be cost- <br />effective. Member Kelsey directed Mr. Darrow to obtain three additional bids for the exterior <br />improvements, not to exceed the amount of the first bid that Mr. Darrow outlined ($1175). <br />Motion: Member Kelsey moved, seconded by Member Masche to reduce the asking price of the <br />Senior Regeneration Program home at 1000 Woodhill Ave. to $210,000 and entertain bids for <br />additional exterior clean-up of the property for an amount not to exceed $1175. <br />Member Maschka wondered if a greater price reduction and removal of several of the buyer requirements <br />currently placed on the home would move result in a quicker sale. The board discussed the merits of the <br />buyer requirements placed on the home and weighed the initial goals of the Senior Housing Regeneration <br />Program with current market conditions. Member Millasovich suggested that the HRA encourage a <br />timely sale of the property by removing all buyer requirements except the requirement that the home is <br />owner-occupied, which would greatly increase the pool of potential buyers. <br />Mr. Darrow recommended that the HRA keep the price at $210,000 due to the increased pool of buyers <br />created by eliminating all buyer requirements except the owner-occupied requirement. <br />Member Kelsey introduced an amendment to the motion. <br />Motion: Member Kelsey moved, seconded by Member Masche to reduce the asking price of the <br />Senior Regeneration Program home at 1000 Woodhill Ave. to $210,000, entertain bids for <br />additional exterior clean-up of the property for an amount not to exceed $1175 and remove all <br />buyer requirements from the home except for the requirement that the home is owner-occupied. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Member Maschka asked Mr. Sigurdson to notify the board when any offers on the home are received. <br />9. Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br />a. Update on Strategic Plan Process <br />Mr. Darrow asked the board to choose a date for the final HRA Strategic Plan meeting in December. The <br />board decided to meet on Thursday, December 6 at 5:00 p.m. Chair Majerus thanked the board for their <br />hard work during this process. <br />b. Update on Status of Housing Improvement Area — Westwood Village I <br />Mr. Darrow recommended that the HRA, if comfortable with the Housing Improvement Area (HIA) <br />request, express their support to City Council by voice vote or a motion to support the creation of the <br />HIA. Mr. Darrow noted that the HRA board discussed this type of issue at their Strategic Plan meeting. <br />
