Mr. Darrow introduced a discussion of the Senior Housing Regeneration Program (SHRP), noting that <br />there are no funds in the program at present. Member Pust noted that the board had discussed revamping <br />the program by continuing to provide links to resources for seniors in transition but completely foregoing <br />the home purchase component of the program. Member Maschka commented that the market can better <br />accomplish some of the goals of the program. Member Masche opined that the existing program seemed <br />like a social service program rather than a housing program. Chair Majerus summarized that the HRA <br />should focus its efforts on providing links to available resources to assist seniors in transition and <br />discontinue the home purchase component in these situations. <br />Mr. Darrow introduced the possible creation of a First Time Homebuyer Program, stemming from <br />discussions during the HRA Strategic Plan process. Mr. Darrow noted that this program would involve <br />the purchase of dilapidated properties for renovation and resale. Member Kelsey noted that this <br />discussion arose from the current foreclosure situation and the likelihood that many foreclosed homes will <br />be bought by investors and turned into rental properties. Member Kelsey noted the importance of <br />encouraging first time homebuyers to purchase these homes, and realizing that these buyers would need to <br />make repairs to correct delayed maintenance issues common to such homes. Member Maschka noted that <br />good code and rental enforcement can be used to address potential problems with rental properties. <br />Member Pust reminded the board that the HRA is discontinuing home purchases under the SHRP. The <br />board agreed to discuss this issue further at the ne�t meeting. <br />Mr. Darrow introduced a discussion of the existing Housing Redesign Program. Mr. Darrow indicated <br />that the board had discussed discontinuing the program, noting that the initial goals for this program were <br />never fully realized. Member Maschka stated that the program was created to encourage good design and <br />the program did not always meet that goaL Member Millasovich opined that the board should discuss the <br />application process for this program and revisit the practice of providing applicants with a list of <br />architects that have completed these types of projects in the past. Mr. Darrow recommended developing <br />community-wide guidelines that promote good design, sustainable architectural practices and energy <br />efficiency. <br />Mr. Darrow recommended that the HRA continue to support the Housing Resource Center (HRC) and use <br />their reporting capabilities to capture trends in housing throughout Roseville. Mr. Darrow also <br />recommended marketing strategies to increase awareness of the services that the HRC provides. Mr. <br />Darrow briefly summarized the focus for next year's Home & Garden Fair (green theme) and recognized <br />the hard work of those that volunteer their time to coordinate the annual fair. <br />Mr. Darrow recommended replacing the Housing Redesign Program with a set of design guidelines, as <br />discussed previously, to be called the Redesign Initiative. Mr. Darrow recommended developing a <br />Request for Proposals (RFP) to determine those guidelines. Mr. Darrow also noted that the HRA had <br />discussed inviting speakers to their meetings to present on design topics pertaining to the Redesign <br />Initiative guidelines. <br />Mr. Darrow mentioned the two remodeling planbooks that are available to Roseville residents. Member <br />Kelsey noted that the HRA should revisit the partnerships that were created to publish these planbooks in <br />the event new or updated planbooks are considered. Member Pust suggested that copies be given to the <br />Roseville Historical Society to have on record. <br />Mr. Darrow noted that the Rental Registration Program was set to go before City Council in March. <br />Mr. Darrow recommended that the HRA identify local and national training opportunities for the new <br />Housing Program Coordinator. <br />
