`'� HI�� � <br />� <br />ILc�se:ille Hc�sinna�xv Re3r;=_l�:pr.i�nc 3�ck:arir.� <br />Roseville Housing Redesign Program <br />Adoption by the HRA Board November 18, 2003, Amended Mav 17, 2005, and April I5, 2008 <br />The Roseville Housing Redesign Program seeks to encourage the use of good design when older <br />Roseville homes are reconstructed. The use of a qualified architect helps to create enduring value <br />and aesthetic appeal both to the homeowner and to neighboring properties. By addressing the <br />age and style of homes that are becoming less marketable, and describing the improvements that <br />will qualify them for the program, Roseville can also assure that homes in the program will <br />provide a variety of redesigns that attract and retain families. <br />Qualified applicants may be eligible for a grant to cover homeowner's architect/designer fees, up <br />to a maximum of $3,000. In 2008, the Housing & Redevelopment Authority has $18,000 for the <br />program which will cover a minimum of six projects. <br />Applications are taken on a first-come, first-served basis. The HRA reserves the right to <br />determine the suitability of the proj ect for "pre-qualification" based upon the eligibility criteria. <br />If the project is submitted as an in-progress project the HRA may consider it for approval based <br />upon its eligibility criteria and its ability to document the pre-existing home as well as the <br />construction. <br />The intent of the program is to provide economic incentive for projects that make financial sense. <br />The program provides the HRA with the opportunity to promote and encourage good design that <br />may not otherwise occur. In addition, the program seeks to achieve the HRA goal to attract and <br />retain middle income families who want to move to or stay in the community but desire a more <br />modern home. <br />Program Goals: <br />Encourage homeowners to put professional design, value, and utility back into the City's <br />older housing stock (pre 1983) and to discourage additions that do not blend and add <br />aesthetic appeal to the existing structure. <br />2. Assist families (defined as household of three or more with one minor child under the age <br />of 16) who would like to remain in Roseville and create an adaptable home for their <br />family and a more marketable home for the next owner. <br />Adding new front entries to create more street appeal and encourage more neighbor to <br />neighbor interaction. <br />
