A course was set in motion 10 years aga that has been leading ta the HRA taking the <br />primary role in r�sidenfial property maintenance issues from the city council. <br />History: <br />1990's <br />• City staff heid informal discussions about creating an HRA but fel� that there was <br />no city council suppar� a# the time. <br />By 2002 <br />• Council open to idea of creating HRA, took tour of A�stin HRA, and Austin HRA <br />directar traveled to Rose�ille to answer staff and public's questions. <br />• Housing �alues in Rvse�ille were n�t rising at the rate of other parts of the <br />metropalitan area. What kept the overall a�erage up though was the continual <br />redevelopment of cammercial ar�as. <br />• Average age of Rose�ille housing only ir�c�easing. <br />• Legislature cracked down or� the di�er�ing of building fee permit mor�ey for <br />purposes other than the administration af these permits. Many housing <br />pragrams funded with this money. <br />• Surpluses built up ir� Cammunity Developmer�t were expected to disappear by <br />mid 2000's. <br />m Levy limits randomfy imp�sed by the legislature would mean that tax supported <br />housing programs would ha�e to compete with pol�ce, fire, and parks and would <br />ultimately lose. <br />•�xisting programs would e�entually have to become tax supported and any <br />expansion in pragrams would have to be tax supported <br />Zaos <br />s Recognition that only minimal number of property maintenance issues can be <br />addressed based upon current Community De�elopment structure of funding off <br />af building permit fees. <br />• Recognition fhat the increase in foreclosures is only dri�ing up the number of <br />critical problem praperties in the community. <br />Tammy Pust stated that the Pro�erty Maintei�ance Code Enf�rcement department shauld <br />be op�rating out of one �udget, either funded �rom the city or the HRA, not both. Agreed� <br />The time has come that if the decision makers believe that w� need to do more than what is <br />currently being done, the HRA needs to step forward to take the primary role. <br />
