REQUEST FOR HRA ACTION <br />Staff Approval: <br />� <br />Date: 5-20-08 <br />Item No: 8 a. <br />Agenda Section <br />Action Items <br />Item Description: Roseville HRA Pro�ram Evaluation (HF0064) <br />1.0 Requested Action <br />Staff is requesting discussion on the remaining programming that has not been previously <br />reviewed with the RHIZA in order to determine their effectiveness with the housing needs <br />of Roseville and compatibility with the RHRA Strategic Plan. Based on that discussion, <br />staff is requesting that the RHRA Board direct staff to make specific changes to the <br />programs and services offered by the RHRA. In addition staff would like to discuss <br />revisions to 2008 budget in relationship to the remaining programming. <br />2.0 Background <br />2.1 In December 2007, the RHRA adopted its strategic plan which identified key issues that <br />are of importance to the RHRA's mission and operations. During the formulation of the <br />strategic plan, the RHRA discussed the relative importance and effectiveness of its <br />current programs. An outcome of the RHRA Strategic Plan was the need to do a <br />comprehensive evaluation of its housing programs. <br />2.2 As the RHRA moves forward with the evaluation of its programs, the following goals <br />from the strategic plan should be kept in mind. They include providing a balance of <br />housing in price and product type that will meet the life cycle needs of the community; <br />securing funding that provides affordable housing options for residents within the City of <br />Roseville, promotion of the City as a safe and livable community, keeping code <br />enforcement as a key component in maintaining our housing stock, and developing <br />sustainable solutions to housing through green building initiatives. <br />2.3 On April 15, 2008, the RHRA made recommendation to combine the Revolving Loan <br />Program and the Family Affordable Loan Program into the Roseville Home Improvement <br />Loan. In addition the RHRA made recommendation to keep the Roseville Redesign <br />Program with program modifications. Staff inet with Finance Sub-group Committee on <br />Apri128, 2008 to discuss the RHIZA 2008 budget for the remaining programs so that <br />recommendation could be made to the RHRA regarding specific resources available for <br />the Senior Housing Regeneration Program (SHRP), Multi-Family Rehab Program, <br />Neighborhood Enhancement Program, Marketing and First Time Buyer Program. <br />RHRA Program Evaluation (OS-20-08) -Page 1 of 5 <br />
