7. Public Hearing <br />None. <br />8. Action Items: <br />a. Election of Vice Chair for the Housing & Redevelopment Authority in and for the <br />City of Roseville for 2008 <br />Chair Majerus nominated Member Maschka to serve as Vice Chair of the HRA. No other nominees were <br />advanced. Chair Majerus asked the board for a vote on the item. The board voted to elect Dean Maschka <br />as Vice Chair of the Housing and Redevelopment Authority in and for the City of Roseville for 2008. <br />Ayes: 5 <br />Nays: 0 <br />b. Approve Amendment to the Bylaws of the Housing & Redevelopment Authority in and <br />for the City of Roseville for 2008 <br />Chair Majerus noted that the bylaw amendments pertained to meeting start time, the chair's role in setting <br />the HRA meeting agenda and the requirement for the chair to meet quarterly with the city manager and/or <br />City CounciL Mr. Trudgeon also noted that all references in the bylaws to "Chairman" had been revised <br />to "Chairperson". Chair Majerus asked the board for a vote on the item. The board voted to approve the <br />amendment to the bylaws of the Housing & Redevelopment Authority in and for the City of Roseville for <br />2008. <br />Ayes: 5 <br />Nays: 0 <br />c. Authorize Creation of New Home Improvement Loan Program <br />Ms. Kelsey summarized the item before the board, explaining that staff is seeking authorization to <br />combine the Revolving Loan Program and the Family Loan Program and create one program entitled the <br />Home Improvement Loan Program. Ms. Kelsey noted that the combination is in keeping with the HRA <br />Strategic Plan which sought to simplify the administration of loan programs while reaching the widest <br />possible audience. Ms. Kelsey explained that the loan program would provide an income credit per child <br />to encourage families to apply for the program and would also offer additional funds if green elements <br />were incorporated into the home improvement. Ms. Kelsey indicated that the new program would be <br />marketed through the HousingLink insert in the city newsletter and flyers distributed by the schools. <br />Member Elkins wondered if new homebuyers would be eligible for the loan program (yes). Chair <br />Majerus wondered how green improvements would be defined. Ms. Kelsey explained that to qualify for <br />the green incentive, loan applicants would be required to demonstrate how their home improvement <br />would meet the following criteria: energy efficiency, resource efficiency, indoor environmental quality <br />and water conservation. <br />
