3.4 <br />.� <br />4.1 <br />5.0 <br />Marketing and First Time Buyer Program <br />3.4.1 No funds where officially put into the 2008 budget for marketing all of <br />RHRA housing programs. There was originally $20,000 ear marked for <br />marketing of First Time Home Buyer Programs in Roseville. Based upon <br />current market conditions in the housing economy staff is recommending <br />that the funds not be limited to First Time Home Buyer programs but to all <br />of RHRA Marketing efforts for 2008. Upon further identification of what <br />really needs to be done in marketing efforts for the RHRA we believe this <br />amount will be sufficient for 2008 and further discussion and <br />consideration should be given to what the RHRA would like to see in <br />2009 for a marketing/outreach. This summer RHRA staff will be working <br />with the City of Roseville staff to try and brand the RHRA strategic plan <br />of Green Designs for the 2009 Home and Garden Fair. <br />Staff Recommendation <br />Staff recommends the following: <br />4.1.1 Authorize the use of RHRA Neighborhood Enhancement Program budgeted <br />funds to pay for the temporary seasonal code enforcement position that has <br />been created to promote a similar program to the Shoreview SHINE program <br />along with the costs for marketing/outreach to the targeted neighborhoods as <br />well assisting with abatement costs. <br />4.1.2 Direct RHRA staff to create program guidelines for Multi-Family program <br />based on the discussions of Section 3.2 above. <br />4.1.3 Approve amended 2008 budget as presented to the RHRA. <br />RFIRA Recommended Action <br />Will be based on discussion <br />Prepared by: Patrick Trudgeon (651-792-7071) Attachment RHRA Prograin Evaluation Grid, <br />Jeanne Kelsey (651-792-7086) 2008 Budget <br />RHRA Program Evaluation (OS-20-08) -Page 5 of 5 <br />
