7. Public Hearing <br />None. <br />8. Action/Discussion Items: <br />a. Authorize Contract with George Hornik <br />Mr. Trudgeon explained that staff is requesting authorization to obtain Mr. Hornik's assistance with <br />marketing efforts for RHRA housing programs and the Home & Garden Fair. Mr. Trudgeon noted that <br />the RHRA has set aside funds in its budget to market their programs and services as an improved <br />marketing effort was a priority in the HRA Strategic Plan. Mr. Trudgeon invited Mr. Hornik to address <br />the board. <br />Mr. Hornik summarized his skills and experience in finding marketing solutions for various non-profits, <br />foundations, and agencies. Mr. Hornik indicated that his past experience with those organizations allows <br />him to understand the budget limitations of the RHRA. Mr. Hornik also noted that he is self-employed <br />and does not work for an agency and thus his cost for design is much less than other firms. <br />Member Pust questioned Mr. Hornik on his plans to improve the RHRA website, noting that the City <br />already has a framework in place to manage website content. Mr. Hornik assured Member Pust that any <br />RHRA website improvements would occur within the existing framework. <br />Mr. Trudgeon noted that staff will bring a formal contract back to the RHRA for approval at their next <br />meeting. <br />Motion: Member Maschka moved, seconded by Member Tracy, to authorize the RHRA Executive <br />Director to expend up to $13,450 for RHRA General Marketing and up to $7,200 for the Home and <br />Garden Fair as proposed by Mr. Hornik's proposal. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />b. Discuss Comprehensive Plan — Housing Chapter Review <br />Economic Development Associate Jamie Radel summarized the Comprehensive Plan process which <br />began in September 2007. Ms. Radel laid out the next steps in the process which will lead to submittal of <br />the Comprehensive Plan to the Metropolitan Council by December 31, 2008. <br />Ms. Radel presented to the board the draft Housing Chapter of the Comprehensive Plan. Ms. Radel noted <br />that Roseville lacks an explicit affordable housing plan but that this plan would be discussed in the <br />implementation section of the Comprehensive Plan and not in the Housing Chapter currently before the <br />board. <br />The board had a brief discussion on how to integrate affordable housing into the community. Member <br />Pust noted that this strategy would be best addressed in an affordable housing plan. Member Pust <br />expressed her opinion that the implementation chapter of the Comprehensive Plan should identify that an <br />affordable housing plan be created by the RHRA. <br />
