To that end the Council recently approved a"Neighborhood
Enhancement Program" that is funded by the Roseville Housing and Redevelopment Authority.
We want to raise awareness of the importance of maintaining homes and properties with the goal
of retaining our quality neighborhoods and protecting property values throughout our community.
This program involves systematic neighborhood inspections. City of Roseville Code Enforcement
staff will walk neighborhoods (not going onto private property) and identify visible exterior
maintenance or nuisance conditions. Staff will then work with property owners to remedy any
violations that exist. This program gives us the opportunity to educate residents on specific City
regulations and the importance of maintaining quality neighborhoods, and it encourages property
owners to perform routine maintenance on their property.
The City will cover all neighborhoods in Roseville over a four year cycle. Currently your
neighborhood has been selected for exterior property maintenance inspections beginning in about
three weeks. Enclosed is a handout with helpful information. It describes some of the more
common property maintenance violations and city code regulations. Also enclosed is a flyer from
the Housing Resource Center, a nonprofit agency financed by Roseville's HRA, which provides
free home improvement consultation. It may be a helpful resource if you are considering repairs
or enhancements to your home.
The goals of the Neighborhood Enhancement Program are to preserve the livability of our
neighborhoods and maintain the long-term stability and overall quality of life. Key factors that
are important to the quality of neighborhoods and the protection of property values include:
• General appearance of a neighborhood is a major consideration by potential buyers.
• Neighborhood appearance helps determine a person's overall sense of livability.
• The condition of houses, whether properties are well maintained and the overall
cleanliness of a neighborhood contribute to the property value of neighborhoods.
We encourage you to walk around your property and address any maintenance, outside storage or
other issues you may notice before City staff perform inspections. We hope you and your
neighbors support the City's efforts to promote greater awareness of the value and benefits of
maintaining our quality neighborhoods. If you have any questions or concerns please contact
Brian Coughlin at 651/792-7087 or email him at brian.coughlin@ci.roseville.mn.us
Thank you for your cooperation. We appreciate hearing any comments you may have.
