Attachment A <br />Consultant's Services <br />A Analyze subsidies requested by developers or offered by the City, including: <br />• Tax increment analysis <br />• Internal rate of return analysis <br />• Pro forma cash flow, income statement and balance sheet analysis <br />B. For specific proj ects or programs, assist with tax increment, tax abatement and other <br />local finance options: <br />• Create and/or modify a redevelopment proj ect area <br />• Establish a tax increment district and a tax increment finance plan, including <br />impact analyses <br />• Prepare resolutions adopting the above <br />• Prepare notice of public hearings <br />• Attend public hearings to provide support and background information <br />• Prepare letters and notices for the School and County Boards <br />• Prepare letters requesting certifications and filing documents with the appropriate <br />jurisdictions <br />C. Assist in the negotiation and preparation of contracts for private development, assessment <br />agreements, special assessment agreements, interest rate reduction programs, revenue <br />notes, and other contractual arrangements between the HRA and a developer. <br />D. Assist with the development of housing and other programs and prepare the appropriate <br />documents and resolutions. <br />
