Housing Multi-Family Round Table Discussion held on February 23, 2009 <br />Staff advised that they would provide handouts of the discussion materials to commissioners <br />by separate cover. <br />Chair Maschka provided a summary of those representarive agencies and groups attending to <br />provide multi-family housing perspectives; the purpose of the meeting to deternune if there <br />was a problem and if so, where problems existed; <br />Chair Maschka asked that legal counsel attend the neat HRA meeting to pro���; ;a legal <br />perspective on various issues; and asked that staff look at other communi�€�s and their <br />initiarives and solutions; various groups and their specific difficulries in obt�iring housing in <br />Roseville; cultures viewing police officers as a threat and their lack of �, ` 'n contacting <br />police officers for assistance if they feel threatened by others; and pQ�;nha nintended <br />consequences in resolving one issue and creating another. , <br />Discussion included the need to understand the problems; cod�G�`°`" rcement impacts; acts <br />to families only finding certain types of housing in which ,�tS' live; community dem�graphics <br />and cultures; police acrivity at some buildings and their cc��isiderab��se of resources; status of <br />rental inspection data; defining how many people in c�,�'� k�ouseho ���1 the need to revisit the <br />existing ordinance, based on cultures with ea� tende�����' ��`�� ��'�� as e unit and the need to make <br />decisions from a cultural conteat as well as taking other i.y to considerarion. <br />Further discussion included the posirive aspects of having "�n, mated effort and many <br />perspectives at the same discussion table and the need for addiria discussions of this group; <br />need to consider mulri-family as w�11 �"�� e-family hous�iig issues at the HRA level; <br />drafting a work program (Chair Masc ` ;���'f�u�;�nsiderarion and discussion at the <br />HRA level; further development of a h'`'� ing s� y �n the missing data and status of the <br />current Request for Proposals (RFP's) � t� study how to focus that study for the most <br />benefit and considering multi-family u f four (4) units and above. <br />Mr. Trudgeon <br />will be preseY <br />Council in the <br />and better.,.,� <br />further coordi <br />and anticipated c <br />novw �ble is Y <br />i�� � Mr <br />were tren coh <br />�ie rental registr�,o�mio-date; availability of one (1) year's data that <br />��RA at their ��t meeting, followed by presentarion to the City <br />�ollowed by another year worth of data for a more accurate picture <br />'� � �� ',��'`et deternuning compliance; information sharing and <br />��� �'''g past their initial anger with this registration requirement <br />ween staff and rental unit owners to achieve registrarion compliance; <br />7es f�ar future enforcement. Mr. Trudgeon noted that the informarion <br />�� ��what was available originally, however, he noted that it was srill <br />eon noted the need to plot out rental areas on a map to see if there <br />areas; and the many rental owners living outside of Roseville. <br />Board and��taff Reports <br />Housing C�rdinator Jeanne Kelsey distributed the DRAFT of a new HRA brochure. <br />� included the current newsletter informarion related to the HRA and future options <br />content and/or e-mail information for those requesring HRA information. <br />d. ` Stimulus Package Update <br />Ms. Kelsey distributed summary information on current and anticipated housing funds and <br />grant programs related to the stimulus package; lack of programs that Roseville for which <br />Roseville would be eligible; and staff's intent to continue monitoring all potential options and <br />programs. <br />Councilmember Pust advised that the City Council was conrinuing to invesrigate and pursue <br />any potential funding opporiunities. <br />
