REQUEST FOR HRA ACTION <br />Staff Approval: <br />��� <br />Item Description: To enter into contract for Comprehensive <br />1.0 <br />2.0 <br />2.1 <br />2.2 <br />Multi-Family Housing Needs Analysis. <br />Requested Action <br />Date: 5-19-09 <br />Item No: 10 b <br />Agenda Section: <br />Action <br />(HF0083) <br />Approve the hiring of Maxfield Research, Inc. to complete a comprehensive multi- <br />family housing needs analysis to be completed in 2009. <br />Background <br />Staff sent out the attached Request for Proposal (RFP) to 6 different potential market <br />study firms that have experience in the State of Minnesota doing market research. <br />Staff received four responses to the RFP, Bonestroo, Maxfield Research, LarsonAllen, <br />and Community Partners Research, Inc. Staff narrowed the proposals down to two firms. <br />2.3 On May 13th, Staff interviewed Bonestroo and Maxfield Research, Inc. Both firms were <br />qualified but after interviewing, staff felt Maxfield Research provided the most value and <br />met the HRA needs the best. <br />2.4 The comprehensive multi-family housing needs analysis will focus on: <br />• Senior Cooperative Housing Needs, <br />• General —occupancy rental housing needs (affordable and market rate), <br />• Senior housing market analysis, and <br />• Recommendations to guide future housing development. <br />In addition the study will discuss potential target markets for housing in Roseville and the <br />types of housing that would best suite the City based upon projected demographic trends <br />and changes over the next 10 years. <br />2.5 Maxfield Research, Inc. is a full service real estate research company that provides <br />comprehensive real estate market information. They have more than 25 years of <br />experience in real estate market feasibility and consult on a variety of real estate related <br />market issues.
