Staff Approval: <br />DM/PT <br />REQUEST FOR HRA ACTION <br />Date: 8-31-09 <br />Item No: 10 a. <br />Agenda Section: <br />Action/Discussion Item <br />Item Description: 2009 Neighborhood Enhancement Program update and request to <br />extend the pro�ram an additional four weeks. <br />Background <br />Roseville's HRA is providing funding for Roseville's Neighborhood Enhancement Program. <br />This is the second year of the program. The purpose of the program is to strengthen and preserve <br />Roseville's neighborhoods through the joint efforts of residents and city staff. <br />The Neighborhood Enhancement Program is scheduled to complete inspections of all <br />8,500 residential properties over a four-year period. With minor adjustments, staff could <br />complete inspections of all residential properties in three years instead of the anticipated <br />four. This would require the expenditure of additional funds in 2009 and 2010; however, it <br />would save an equal, if not greater amount in 2011, and, provide important information to <br />the HRA one full year ahead of schedule. <br />2. In 2008 NEP staff inspected 1,900 residential properties. In 2009 staff anticipated <br />inspecting 2,500 residential properties. Between 2010 and 2011 it was anticipated staff <br />would inspect the remaining 4,100 properties (approximately 8,500 residential properties <br />in total). <br />For 2009 staff is on course to inspect 2,720 properties. If the NEP inspector is kept an <br />additional four weeks he can increase the number of properties inspected to 3,220. This <br />will leave 3,380 residential properties remaining to be inspected in the future. By also <br />keeping NEP staff an additional month in 2010, staff should be able to match 2009's pace <br />and complete the remaining 3380 properties in 2010. This would complete the inspection <br />of all 8,500 residential properties at the end of 2010 (a 3 year period) instead of the <br />original goal of 20ll (a 4 year period). Therefore, no staff would be required in 2011 <br />(unless the HRA decides to continue the program in some manner or inspect commercial <br />properties). <br />4. This adjustment will result in completing the Neighborhood Enhancement Program and <br />providing data about the city's housing stock to the HRA one year ahead of schedule, and, <br />will not cost any more in total. This will allow the HRA to review housing stock data at <br />the end of 2010 instead of the end of 2011. Given the economic times and the housing <br />crisis, this change in schedule will provide the HRA with pertinent housing information in <br />a more timely manner. <br />2009 Neighborhood Enhancement Program Budget Request and Update (08-24-09) - Page 1 of 2 <br />
