Staff Approval: <br />DM/PT <br />REQUEST FOR HRA ACTION <br />Date: 11-17-09 <br />Item No: 10 a. <br />Agenda Section: 10.a <br />Action/Discussion Item <br />Item Description: 2009 Neighborhood Enhancement Program Final Report update and <br />request to extend the pro�ram an additional four weeks. <br />Background <br />The Roseville HRA is providing funding for Roseville's Neighborhood Enhancement Program. <br />This is the second year of the program. The purpose of the program is to strengthen and preserve <br />Roseville's neighborhoods through the joint efforts of residents and city staff and is a proactive <br />effort by the City to ensure residential properties and neighborhoods are properly maintained. <br />This year, City staff inspected 3,159 properties compared to 1,900 properties viewed in 2008. <br />The increase in properties visited was due to greater efficiencies in our second year and the <br />extension of the NEP an additional four weeks. Staff is now on target to complete visits to all <br />residential properties in a three-year cycle instead of the originally planned four-year cycle. <br />Of the properties visited, staff found a slighter lower violation rate compared to 2008. Three <br />quarter of the violations observed dealt with property maintenance, outside storage of <br />junk/debris, and inoperable vehicles. Closure rate of cases initiated thru the NEP continued to <br />exceed what the City normally encounters with complaint-based code enforcement. 86% of the <br />cases initiated in 2009 thru the NEP were rectified and closed within 20 days. <br />Public reception of the NEP continues to be positive. Similar to last year, the public nuisances <br />observed are typically bunched together (i.e. if one house have a violation, several other <br />neighbors also have a code violation). There continue to be some difficulty in resolving some <br />cases due to financial and/or physical hardship. Staff continues to work with the violators to <br />help find resources to assist them, but ultimately these cases will be brought forward to the City <br />Council for abatement. <br />Financial Impacts <br />The total cost for the NEP was $19,500, which includes the previously authorized one-month <br />extension to the program. <br />Requested HRA Action <br />No action necessary.
