Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />7.Public Hearing <br />None. <br />8.Action Items: <br />a.Resolution of Appreciation for 2008 Home & Garden Fair Sponsors and Volunteers <br />Mr. Trudgeon provided a brief summary of the 2008 Home & Garden Fair held on February <br />28. Mr. Trudgeon noted that the fair was well-attended and that staff had received positive <br />comments about the fair from exhibitors and visitors. Mr. Trudgeon recommended that the <br />HRA adopt the resolution to recognize the work of the volunteers, sponsors and staff that <br />helped to make this year’s fair a success. <br />Motion: Member Maschka moved, seconded by Member Elkins, to approve the Resolution of <br />Appreciation for Sponsors and Volunteers of the 2008 Home and Garden Fair. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />b.Discuss HRA Program Evaluation <br />Mr. Trudgeon noted that representatives from the Housing Resource Center (HRC) were in <br />attendance and would be able to contribute to the discussion if needed. Mr. Trudgeon <br />indicated that he wished to focus this meeting’s discussion on the Revolving Loan Program <br />and the Family Affordable Loan Program. Mr. Trudgeon summarized the loan program <br />balances and criteria for eligibility. Mr. Trudgeon recommended combining the loan <br />programs to broaden the ability of Roseville residents to utilize the funds. <br />Member Pust expressed concerns that the current Family Affordable Loan Program was not <br />adequately marketed, resulting in a lower utilization as compared to the Revolving Loan <br />Program. Member Maschka questioned the need for a loan program geared solely to <br />households with a child under sixteen (Family Affordable Loan Program) when the purpose <br />of these loan programs was to maintain housing stock. Member Maschka opined that well- <br />maintained housing stock would encourage young families to move to Roseville. <br />Member Masche opined that he would be in favor of combining the loan programs to <br />streamline the process and create a program that can recycle funds more efficiently through <br />improved performance. The board discussed the merits of keeping a family component in <br />their loan programs. Mr. Trudgeon noted that the combined program can be structured to <br />offer credits, per child, for example, to provide additional dollars for families seeking loan <br />assistance. <br /> <br />
