Member Masche commended staff for their work in creating the new loan program. <br />Motion: Member Maschka moved, seconded by Member Elkins, to approve the combination of the <br />Revolving Loan Program and the Family Home Ownership Rehab Loan in order to establish the <br />Roseville Home Improvement Loan Program with existing dollar amount of the funds remaining in <br />the pool of $31,712.83 and $104,962.71 along with the 2008 budget of $133,000 for ownership rehab <br />program funds. The program shall be administered by the Housing Resource Center and <br />implemented immediately. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />d.Discuss Roseville Housing Redesign Program <br />Ms. Kelsey summarized the item for discussion, noting that the HRA during its Strategic Plan process had <br />indicated a desire to modify the program so that it would be better utilized by residents. Ms. Kelsey <br />introduced staff’s recommended program changes which include requiring an initial design meeting with <br />program applicants, relaxing the requirement that plan drawings be created by a licensed architect, <br />revising the funds reimbursement to cover design costs up to $3000 and removing the home valuation <br />criteria. Ms. Kelsey recommended collaborating with other communities to create updated plan books <br />that would address green design and energy efficiency in home rehabilitation. Ms. Kelsey also <br />recommended that staff invite speakers to present on various topics at the HRA board meetings on a <br />quarterly basis. Ms. Kelsey also indicated that staff will look at workshop presentations or to have <br />materials available at other community workshops that would be aligned with the Roseville Strategic <br />Plan. <br />The board had a brief discussion about the course the presentation schedule should take throughout the <br />year. Member Masche wondered if plans drawn by a draftsperson would satisfy program requirements <br />(yes). Member Masche noted that, in his experience, a mere change of color can have a large impact on <br />the aesthetic appeal of a home. Member Elkins suggested that Ms. Kelsey contact Jimmie Sparks from <br />the Energy Consortium to give a presentation on home energy efficiency. <br />Motion: Member Masche moved, seconded by Member Maschka to move Item 8 d. to an action <br />item. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Motion: Member Maschka moved, seconded by Member Elkins to approve the Roseville Housing <br />Redesign Program as presented by staff. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />
