b.HRA Attorney RFP <br />Mr. Trudgeon explained that staff is looking for authorization to issue a Request for Proposals for legal <br />services for the RHRA. Mr. Trudgeon indicated that staff would bring the proposals before the board for <br />their consideration in 2009. <br />authorize staff to release a <br />Motion: Member Maschka moved, seconded by Member Pust to <br />Request for Proposals for Legal Services for the RHRA Board and staff. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />c.Recording Secretary Contract <br />Mr. Trudgeon noted that Ms. Stowell currently takes the minutes for the Roseville Planning Commission <br />and City Council and is thus well-versed in the issues that affect Roseville. Mr. Trudgeon indicated that <br />Ms. Stowell’s hourly rate was competitive compared to professional minute-taking services. <br />Motion: Member Maschka moved, seconded by Member Tracy to approve entering into an <br />agreement with Sheila Stowell for the services of minute taking of all RHRA Board meetings at the <br />rate of $23.00 per hour. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />d.Single Family Loan Program Guideline Modification <br />Ms. Kelsey indicated that staff recommends adding to the Single Family Loan Program a requirement that <br />an energy audit be performed prior to the loan closing. Ms. Kelsey noted staff had based their <br />recommendation on information provided at the Energy Efficiency Workshop hosted by the RHRA in <br />September. Member Tracy noted that the audit costs $35 and is also available at no cost for low-income <br />homeowners. <br />Motion: Member Elkins moved, seconded by Member Maschka to modify the Roseville Home <br />Improvement Loan criteria to require before all loan closings that the applicant must complete an <br />energy audit. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />9.Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br />a. Staff Reports <br />Home & Garden Fair Update <br />Ms. Kelsey updated the board on the progress of Home & Garden Fair planning. <br />Har Mar Apartments <br />Ms. Kelsey noted that staff will be working with Aeon on the Har Mar Apartment project in 2009 as <br />Aeon did receive their requested funding from the state. <br /> <br />
