HRA Meeting
Minutes – Tuesday, February 17, 2009
Page 2

1
a. Living Smarter Awards
2
Housing Coordinator Jeanne Kelsey formally recognized the ten (10) sponsors of the
3
upcoming Living Smarter Home and Garden Fair, scheduled for Saturday, February 21, 2009.
4
Ms. Kelsey noted that three (3) of the sponsors were able to attend tonight’s meeting; and the
5
other sponsors would be given their awards at the Fair, to allow all to display their
6
presentations at their booths.
7

8
Chair Maschka presented plaques to those sponsors in attendance: Castle Building and
9
Remodeling; Linders Greenhouse; and Western Remodelers.
10

11
Chair Maschka, on behalf of the HRA and City of Roseville, thanked sponsors for making the
12
event possible; and wished them well in enhancing contacts with residents at the Fair.
13

14
Those unable to attend, but recognized by Chair Maschka, included: Xcel Energy; More
15
Construction; Wabay_____ Contracting; Renewal by Anderson; Kath Heating and Air
16
Conditioning; and Bremer Bank.
17

18
A round of applause followed; with Executive Director Trudgeon again announcing the date
19
and time of the event and encouraging residents to attend this re-branded event.
20

21
Chair Maschka echoed that invitation, for the Living Green Fair to be held at the Fairview
22
Community Center at Fairview Avenue and County Road B; noting the great information
23
provided and interesting people attending; opining that it served as the first day of spring in
24
Roseville.
25

26
Member Pust arrived at this time.
27

28
9. Presentations
29

30
a. HomeShare St. Croix – matching homeowners that need non-medical support in order to
31
stay in their homes with home seekers who are willing to exchange services for an
32
affordable place to live.
33
Ms. West of HomeShare of St. Croix presented information on this community resource
34
matching homeowners with home seekers for affordable housing. Brochures were distributed
35
by staff providing additional information on this resource to maintain independence and
36
companionship for seniors preferring to remain in their homes; while serving to bridge gaps
37
between generations, mentoring and friendship, and providing a sense of security in meeting
38
needs of all parties involved.
39

40
Ms. West advised that HomeShare currently had eight to nine (8-9) clients for this cooperative
41
venture. Ms. West reviewed the types of services provided; screening and monitoring by their
42
firm; benefits of home sharing; how to contact HomeShare for additional information; the
43
interview, evaluation, and meeting process of all parties; review of references and trial match
44
periods for each client. Ms. West noted that there was a detailed contract between both parties
45
(homeowner and home seeker) defining expectations, rules, tasks, hours and other specifics to
46
ensure the comfort of all parties. Ms. West noted that HomeShare’s fee, based on the
47
homeowner’s income, is paid only after a successful match is found, and matches could be for
48
the short or long-term, depending on which was most applicable.
49

50
Ms. Kelsey advised that the information from HomeShare would be added as a link on the
51
City’s RHRA website for citizen information.
52

53
Chair Maschka thanked Ms. West for the presentation, and for alerting the RHRA to this
54
community resource; and suggested that Ms. West contact Northwest Youth and Family
55
Services (NYFS) as an additional resource for their organization.
