Mr. Trudgeon indicated that staff will incorporate the recommended modifications into the Multi-family <br />Rehab Program guidelines and bring the guidelines back to the RHRA for approval at its June meeting. <br />Mr. Trudgeon led the discussion on the Neighborhood Enhancement Program, a pilot program similar to <br />Shoreview’s SHINE program, which was created to address code enforcement issues in the City. Mr. <br />Trudgeon noted that the RHRA has allocated funds in its 2008 budget to address code enforcement issues. <br />Mr. Trudgeon explained that the City Council, in its discussions on the topic, suggested that the RHRA <br />use these funds to assist in abatements of problem properties, fund a temporary seasonal staff position to <br />assist in implementing the Neighborhood Enhancement Program and provide for community/outreach and <br />marketing of the Neighborhood Enhancement Program. Chair Majerus asked for consensus from the <br />board to allocate RHRA code enforcement funds for use as the City Council suggested. The board <br />agreed. <br />Ms. Kelsey led the discussion on the final item for consideration which was the marketing budget for <br />First Time Homebuyer programs. Ms. Kelsey noted that the RHRA had set aside funds in its 2008 budget <br />to market First Time Homebuyer programs, however due to current housing market conditions, staff is <br />recommending that those funds not be limited to First Time Homebuyer programs but instead be available <br />to all RHRA marketing efforts in 2008.
