HRA Meeting <br />Minutes – Tuesday, November 17, 2009 <br />Page 4 <br /> <br /> <br />Additional discussion noted that the rental inspection discussion would come before the HRA <br /> <br />again in 2010; and members concurring with the interest of Member Quam in having a <br /> <br /> <br />Worksession at the HRA level with some multi-family property owners on areas of general <br /> <br />interest in such a program; and to find other funding partners for a potential larger project. <br /> <br /> <br />11.Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br /> <br /> <br />a. Board & Staff Reports <br /> <br />Roseville Green Building/Remodeling Award Program <br /> <br /> <br /> <br />Housing Coordinator Kelsey noted the examples of a “Best of Show” to be initiated at the <br /> <br /> <br /> <br />2010 Home & Garden Fair to emphasize those properties having done green <br /> <br /> <br />improvements to their home within the past year; recognizing them at the Fair and <br /> <br /> <br /> <br />highlighting them and their award at the Fair. Ms. Kelsey had a sample application form, <br /> <br /> <br />listing various categories while retaining room for creativity; with the 2010 budget <br /> <br /> <br />providing for $2000 toward the award program for marketing it and for gift certificates. <br /> <br /> <br />Ms. Kelsey advised that initially, staff had sought to work with Roseville business partners <br /> <br /> <br />on the award program; however, noted that in the current economy this was proving more <br /> <br /> <br />challenging, and may need to be considered in 2011 instead. Ms. Kelsey advised that the <br /> <br /> <br />intent remained to kick off the program at the 2010 Home & Garden Fair allowing <br /> <br /> <br />vendors to market their products; and having the application forms available as <br /> <br /> <br />homeowners pull their Building Permits. <br /> <br /> <br /> <br />Chair Maschka spoke in support of the program, and highlighting its kick off at the Home <br /> <br />& Garden Fair, noting the need to alert the City Council before the Fair; and personally <br /> <br />spoke in support of providing a category to recognize architectural renovations or single- <br /> <br />family ramblers with creative ideas for exterior and/or interior improvements, with green <br /> <br />elements or not. Chair Maschka opined that it was advantageous for people to look <br /> <br />beyond the norm and visually conceptualize potentials and look at options for their own <br /> <br />properties by visually transition from start to end by demonstration. <br /> <br /> <br /> <br /> <br /> <br /> <br />Ms. Kelsey sought clarification of Chair Maschka’s intent for two award programs or <br /> <br /> <br />incorporating all in one program with the various categories as suggested by staff. Ms. <br /> <br /> <br /> <br />Kelsey advised that the original intent was how the green improvements impacted the <br /> <br /> <br />marketplace and improved neighborhoods, and how they fit with the design elements of <br /> <br /> <br />their neighborhoods as well, as how those improvements fit with neighborhood properties <br /> <br /> <br />was an often-expressed concern. <br /> <br /> <br /> <br /> <br />Chair Maschka opined that good architectural design could fit anywhere; and that often <br /> <br /> <br />buildings were seen as unique when the landscaping features had yet to become <br /> <br /> <br />established, and would fit in as that landscaping matured. Chair Maschka further opined <br /> <br /> <br />that green was important, but good design and change and the ability of the public to see <br /> <br />that was also important, and should be rewarded to further improve and revitalize the <br /> <br /> <br />community. <br /> <br /> <br />Member Majerus opined that the intent of the awards was to focus on green; and to <br /> <br />encourage people to improve their properties, specifically their green ideas; and further <br /> <br />opined that both could be recognized in this proposed award process. <br /> <br /> <br />Ms. Kelsey opined that the proposed categories incorporated both green improvements, <br /> <br /> <br />and allowed builders, participating as vendors and sponsors of the Fair, to get recognition <br /> <br /> <br />for their creative green ideas to enhance their businesses. <br /> <br /> <br /> <br />Member Majerus noted that the six (6) different categories for scoring could evolve as the <br /> <br />program became established. <br /> <br /> <br />
