HRA Meeting <br />Minutes – Tuesday, November 17, 2009 <br />Page 6 <br /> <br /> <br />Ms. Kelsey reviewed the City’s history in working with Habitat for Humanity in 2003, <br />  <br />with 5 homes constructed by the City and sold to working families, and 2 lots sold to <br /> <br /> <br />Habitat for new home construction in the Applewood Pointe area, on smaller lots versus <br />  <br />usual City lot sizes. <br /> <br /> <br />Ms. Quam offered to provide additional information to Chair Maschka for future <br /> <br />discussion among the HRA members related to the Women Build program. <br /> <br /> <br />Member Elkins noted a Minnesota Housing program, “Homeownership Opportunity <br /> <br /> <br /> <br />Program (HOP) for those considering buying foreclosed properties, similar to a <br /> <br /> <br /> <br />construction loan, with her lending institution doing a pilot program for them; and the <br /> <br />  <br />need to get the word out to prospective clients. <br /> <br /> <br /> <br /> <br />  <br />Ms. Kelsey advised that staff was beginning to see active outreach and networking by <br /> <br /> <br />mortgage lenders with City staff, specifically in determining down payment assistance <br /> <br /> <br />through Ramsey County. <br /> <br /> <br /> <br /> <br />Member Elkins noted the positive advantages in recent changes by Ramsey County for <br /> <br /> <br />first time homebuyer guidelines, in that they didn’t have to live in St. Paul property. <br /> <br /> <br /> <br /> <br />Mr. Trudgeon briefly reviewed continuing discussions at the City Council level, and their <br />  <br />final levy determination, including that of the HRA, by year-end. Mr. Trudgeon advised <br /> <br /> <br />that he would keep HRA members informed throughout the process, and if necessary, a <br />  <br />special meeting of the HRA may need to be called in December to address any changes to <br />  <br />the HRA levy. Mr. Trudgeon advised that this would be a last resort, given the holidays, <br />  <br />noting that the HRA budget could be adjusted in January of 2010. <br />  <br />  <br />Chair Maschka highlighted the quarterly report presented to the City Council at their <br />  <br />November 16, 2009 meeting. <br /> <br /> <br /> <br /> <br /> <br /> <br />Ms. Kelsey reminded members of the February 20, 2010 Home & Garden Fair, with <br /> <br />  <br />reservations for sponsors and exhibitors taken through the end of November; with staff <br /> <br /> <br /> <br />still soliciting both and seeking any assistance and support from HRA members in <br /> <br />  <br />interesting organizations in this year’s event. Ms. Kelsey noted one sponsor’s enthusiasm <br /> <br /> <br />in returning this year based on the interest and business they received from last year’s <br /> <br /> <br />Fair, with their business emphasizing green improvements. <br /> <br /> <br /> <br /> <br />12.
