comprises two additiona142-inch panel antennas and two 26-inch microwave dishes, all of which will be mounted on the penthouse wall but not extend above its roof, along with an equipment cabinet to be installed within the penthouse structure; all of this falls within the exemption and is, therefore, permitted. 5.4 Section 1013.10A8 (Existing Facilities) further requires telecommunication facilities to be "dismantled and removed from the site within one year" after the equipment is no longer in use. Just as previous antennas have been removed from this site when the equipment was no longer needed by the providers, Clearwire's equipment would also have to be removed within a year of discontinuation of service at this location. 5.5 Section 1014.01 (Conditional Uses) of the City Code requires the Planning Commission and City Council to consider the following criteria when reviewing a coN�iTioNaL usE application: • Impact on traffic; • Impact on parks, streets, and other public facilities; • Compatibility of the site plan, internal traffic circulation, landscaping, and structures with contiguous properties; • Impact of the use on the market value of contiguous properties; • Impact on the general public health, safety, and welfare; and • Compatibility with the City's Comprehensive Plan. a. Impact on trafiic: Planning Division staff has determined that an increase in traffic volume due to the presence of the proposed antennas will not be an issue given that such a facility is not the origin or destination of vehicle trips beyond the initial installation and occasional maintenance. b. Impact on parks, streets and other public facilities: Planning Division staff has determined that the only potential impact of telecommunications antennas on the City's parks, streets, and/or other facilities would be aesthetic (i.e., as viewed from locations outside of the subject property) and that the proposed installation will be almost unnoticeable among the existing equipment. c. Compatibility ... with contiguous properties: The proposed building-mounted antennas would not change the circulation on the property, and no changes are proposed to the site plan, landscaping, or building which would affect compatibility with contiguous properties. d. Impact of the use on the market value of contiguous properties: Planning Division staff is unaware of existing market analyses indicating that antennas like those currently proposed have negative impacts on the market value of nearby properties, especially when much larger antennas are presently on the same building. e. Impact on the general public health, safety, and welfare: Planning Division staff is unaware of any negative impacts on the general public health, safety, and welfare caused by the provision of wireless Internet service as proposed.
