Reliable and high-quality service is required to attract and keep people and <br />businesses in Roseville. As with municipal utilities, the ongoing replacement and <br />upgrading of aging infrastructure is essential. In the coming years, technology <br />infrastructure will be increasingly important. This technology connects Roseville <br />to the global economy. " <br />6.0 PUBLIC HEARING <br />The duly-noticed public hearing for the request was held on March 3, 2010. Only the <br />applicant was in attendance at the public hearing to speak on the proposal, but a <br />neighboring business owner called Planning Division to convey his support for the <br />proposal. After reviewing the application and the staff report, the Planning Commission <br />voted unanimously (i.e., 4-0) to recommend approval of the proposed coN�iTioNaL usE; <br />draft minutes of the public hearing are included with this staff report as Attachment D. <br />7.0 RECOMMENDATION <br />Based on the recommendation of the Planning Commission and the comments and <br />findings in Sections 4-6 of this report, Planning Division staff recommends approval of <br />the proposed coN�iTioNaL usE, subject to the following conditions: <br />a. Upon adoption of a City Council resolution approving the proposed conditional <br />use, the new resolution shall terminate and replace Resolution 9413 approving the <br />1997 CUP; <br />b. Prior to installing equipment, service providers shall submit documentation <br />demonstrating that the telecommunication equipment will operate within the <br />technical requirements of the Federal Communications Commission; <br />c. External lights (i.e., those not integral to the equipment itself) shall not be <br />installed on the outdoor equipment; <br />d. All wiring serving the equipment shall be attached to roof and/or wall surfaces of <br />the building and not aerially suspended; and <br />e. Additional transmitting and supporting equipment augmenting the service of an <br />existing provider or different equipment specific to a new service provider (i.e., in <br />lieu of but not in addition to a previous provider) may be administratively <br />approved under this conditional use approval. Plans for such future transmitting <br />and supporting equipment shall be reviewed by Planning Division staff for <br />determination of whether the potential impacts of the future equipment are <br />comparable to the original installation; comparable equipment may be permitted, <br />but equipment which has been determined to present significantly greater impacts <br />shall require approval as a new conditional use. <br />8.0 SUGGESTED ACTION <br />Adopt a resolution approving the proposed coNn�'r�oNAL usE for Clearwire, LLC to <br />allow the installation of telecommunication antennas at 2233 Hamline Avenue, based on <br />the comments and findings of Sections 4-6 and the conditions of Section 7 of this report. <br />Prepared by: Associate Planner Bryan Lloyd (651-792-7073) <br />Attachments: A: Area map C: Proposed plans <br />B: Aerial photo D: Draft public hearing minutes <br />PF10-007 RCA_032210 (3).doc <br />Page 5 of 6 <br />
