Member Vanderwall said that he would <br />work on initiating school participation. <br />The City Council will be making a decision on the new Public Works <br />Commission member at the next council meeting. <br />5. Traffic 101 <br />Ms. Bloom presented general information on road design and traffic. <br />6. Public Works Department Strategic Plan Discussion <br />The City Manger has requested strategic plans from all departments. Mr. <br />Schwartz outlined what the plan should contain and requested input from <br />the Commission. <br />Member Willenbring asked about individual employees and wondered if <br />the Commission would need to know specific duties to help formulate a <br />plan. Mr. Schwartz said he's looking for a more general plan. <br />Member Willenbring asked if all the utility and street work was done in- <br />house or was anything contracted out. Mr. Schwartz said we do most <br />things ourselves, but things like leak detection, major paving patching, <br />concrete work, and some sweeping and spraying, and road striping are <br />contracted out. Mr. Schwartz said the City is looking into outsourcing <br />water meter reading. <br />Member Vanderwall said that technology infrastructure needs to be <br />addressed, and it should definitely be included in conversations. <br />7. Parking Ordinance Discussion <br />Mr. Schwartz presented background information on this topic, which has <br />been forwarded to the Commission by the City Council. They are <br />considering an overnight parking ban. Currently, there is no restriction on <br />parking except after a 2" snowfall. The Commission set a public meeting <br />for their January 22, 2008, which will be advertised in the City News. <br />Member Vanderwall asked if there should be a restriction of parking near <br />pedestrian crosswalks. Ms. Bloom said she would research state statutes <br />on parking for the public meeting. <br />Member Neprash wondered what the need was for considering an <br />overnight ban on parking. <br />Ms. Bloom said she would create a list of areas where parking is currently <br />restricted in Roseville. <br />Page 3 of 4 <br />
