Storm Water Illicit Discharge and Connection Ordinance <br />Mr. Schwartz advised that the ordinance was presented for <br />consideration at the January 25, 2010 Roseville City Council meeting; <br />and they had requested several language clarifications related to runoff <br />from car washing directed to pervious surfaces, expressing concern with <br />exemptions and more instructive language for commercial and advisory <br />to exempted car washing; and who would be the ultimate appeal person, <br />whether the City Manager or City Council, with additional discussion <br />necessary with the City Attorney. <br />Discussion included City Council review of the chlorine pool discharge, <br />with Mr. Schwartz advising that he had suggested language such as <br />"detectable levels" since most pool owners already having a test kit. <br />Mr. Schwartz advised, that overall, the City Council had been receptive, <br />with those minor changes. <br />Member Vanderwall requested that staff provide him with an outline of <br />the proposed summer construction projects as soon as they were available <br />for his review for summer school and bus routes for District 623. <br />Chair DeBenedet suggested that City staff formally communicate directly <br />with the School District staff. <br />Chair DeBenedet noted that his capstone Master's Degree program project <br />was approved, which would be to develop a Public Utility Maintenance <br />Plan for the City of Roseville, which he anticipated finishing in November <br />or December of this year; and suggested that City staff and the PWET <br />Commission may be interested in reviewing it to review possible <br />minimum standards of service and maintenance in the most cost-effective <br />manner. <br />8. Agenda for Next Meeting -February 23, 2010 <br />Chair DeBenedet noted that the Annual Recycling Report should be on the <br />February meeting agenda; but that there would be no need for further <br />discussion on organized collection at that meeting. <br />Mr. Schwartz advised that he planned to present three plan sets at <br />February's meeting: Ramsey County interchange; Twin Lakes Phase II <br />infrastructure; and the NE Trail Plan. <br />Mr. Schwartz also advised that he would be providing the 2010 Budget to <br />the PWET Commission over the next few days, as it had just been <br />converted from program to accounting line items. <br />Member Vanderwall requested that staff provide an overview at the next <br />meeting of the seven (7) different fund budgets for the Public Works area. <br />Page 10 of 11 <br />
