These subareas <br />have been further divided into blocks, comprised of existing parcels (see Figure 3: Twin Lakes <br />AUAR Boundary Map). The proposed McGough Twin Lakes development is contained within <br />the larger Twin Lakes redevelopment subarea I, blacks lb and 2. The proposed development <br />will consist of 475,000 square feet of office space dispersed between. two buildings and 100,000 <br />square feet of lab/research space in one building. There is an option far an additional 30,000 <br />square feet of lablresearch space beyond the initial construction phase. Parking for these <br />facilities will be provided by both surface and structured parking on-site. Figure 4 displays a <br />conceptual site plan layout. <br />The Twin Lakes redevelopment area planning process has yielded an extensive list of roadway <br />improvement recommendations for both the adjacent roadway network and the internal roadway <br />configuration under full build year 2030 conditions. Through subarea I, a north-south roadway is <br />planned to connect County Road C2 an the north with County Road C on the south. In addition, <br />an east-west roadway is planned to connect Cleveland Avenue on the west with Fairview Avenue <br />on the east (Twin Lakes Parkway). As part of this project we have reviewed three subarea I <br />internal roadway configurations, which will provide access from the proposed McGough Twin <br />Lakes development ;to the adjacent roadway network. Based on discussions with City staff, the <br />following three internal roadway configurations were reviewed (see Figure S: Internal Roadway <br />Configuration): <br />1. Build Twin Lakes Parkwa from Mount Rid e Road to Prior Avenue <br />na connection to Cleveland Avenue ar Fairview Avenue <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to County <br />Road C2 and improving Prior Avenue from Twin Lakes Parkway to County Raad C. <br />It should be noted that the internal intersections linking Prior Avenue to Mount Ridge <br />Road are assumed as roundabouts. <br />• These improvements provide access from the proposed development to County Road <br />C2 and County Road C, not directly to CIeveland Avenue along a future Iona Lane <br />(as depicted in Figure 4}. <br />• This is anticipated to be an interian condition. <br />2. Build Twin T.,akes Parkway from Cleveland Avenue to Prior Avenue <br />This provides a direct connection from the internal Twin Lakes redevelopment area to <br />Cleveland Avenue and access to the regional roadway network. This alternative is <br />included to determine the need for a complete Twin Lakes Parkway connection to <br />Fairview Avenue. <br />3. Build Twin Lakes Parkwa, f~o_Prior Avenue to Fairview Avenue <br />• This completes the connection of Twin Lakes Parkway from Cleveland Avenue to <br />Fairview Avenue. <br />
