Policy #1.5: Partner with neighborhood organizations and provide forums for residents to participate in_ dx
achievement of t}x:sc goals.
2. Policy #2.6: ro read `Fscounge and support neighborhood organizations and forums. and other ...."
3. Policy #2.8: ro read "Fixourage communication channels between ci officials....
4. Policy 3.2 ro mad:...ro promote decreased energy and land consumption, ...water conservation, and lessen s_i_te,
neighborhood, and community impact.
5. Policy #3.6:... including transit, biking, and walking [DF.Lb'I'E and?] ro sites that e_fliciently utiliu land in a
sustainable manner.
Though the draft minuses don't pile this up, I'm fairly clear in remembering Tammy Pust expressing some concern
over the indusion of city officials in Proposed Staff Revision #3. With only That one exception, however, I believe
the Committee accepted the rest of the abtrve Staff Revisions.
As such I'm assuming the above language (except for #3 above) will be inducted in the draft Housing 8
Neighborhood Chapter transmitted to the HRA this Thursday, July 10th.
Because we ran out of time at our June 26th SMering Committee meeting ] dan't believe staff ever got to the trrttaining five
revisions, beginning with the addition of a new goal `Encourage the development of neighborhood identities that build a
sense of community and fosh:r neighborhood interaction`, with four new policies added under that goal I would personally
mcommend, however, that you include those five Self 12cvisions in the draft submitted ro the HI2A; providing them with a
comptchetuive-but not final-draft invites their advice on all issues the Steering t:nttttttittee tray consider.
Proposed Addltlonal Neighborhood Language to Housing 8 Neighborhoods Chapter: Though we have now
added some Neighborhood goals and objectives, in order to achieve some balance with housing I'd suggest we
add some descript'roe language about what we mean by Neighborhoods.
To achieve this I'd suggest the following language. I've located It at the end of the Introduckion section (p.6-1},
though 1'd leave it up to you as to whether that is the most appropriate place. I'd like to add some language
describing the nature and Importance of neighborhoods, such as the fallowing, beginning with the current draft's
existing last sentence which I make the sfarl of a new paragraph:
{ Ncw Paragraph] Diverse, affordable, and high quality housing and neighborhoods err critical components in
defining community [DELh'TF: iatngr], maintaining a hcaldty tax bast, and attracting and retaining rosidents and
7/ 10/2008
11
