Hoisington Koegler Group Inc. ©© <br />©~ <br />Attachment C <br />Utilities Chapter <br />Three Suggested Additions <br />1) ADD under Goals & Policies section on Page 10-2: <br />Goal #2: Private utility development and maintenance should be <br />consistent with the goals and policies of the Comprehensive Plan. <br />Policy2.1: The City should request private utilities to be informed <br />prior to major utility development, expansion, and management <br />which may negatively impact Rosevilfe's land uses, economic <br />development, and residential quality of life. <br />Policy 2.2: The Clty should monftor private utility development and <br />maintenance in so far as possible, and should consult with adjoining <br />municipalities and other governmental groups regarding adequacy of <br />service. <br />2) ADD under Other Utilities section on Page 10-1i, the <br />following new paragraphs: <br />Although water, wastewater, and storm drainage systems is the primary <br />focus of the Comprehensive Plan under this chapter, private utilities have <br />a significant Impact upon the community's well-being and future vitality. <br />Major private oil and electrical power transmission lines cross Roseville, <br />Impacting adjoining residential nefghborhoodsi and public green spaces <br />and parks, such as Central Park. <br />There is a perception fn at least some neighborhoods that the reliability of <br />electrical service is decreasing. Scattered power outages seem more <br />frequent and last longer, especially in the last yearn. <br />According to the neighborhood website (www.brenwood.us), over the last <br />10 years the Brenwood neighborhood (Planning District 4) has been <br />plagued with an abnormally high number of power outages. Based upon <br />detailed logs kept by neighborhood residents, the area has been without <br />power an average of 6 hours and 45 minutes per year since 1998, with an <br />average of 4.8 outages per year. <br />In the last nine months in the area east of Fairview and west of Snelling <br />(Planning District 13) Mid Oaks, Ryan, and Ridgewood), there have been <br />two major electrical outages during clement weather. <br />The frequency of these power outages seems to be increasing.
