Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: May 26, 2009 <br />Item Description: Illicit Discharge Detection Ordinance <br />Item No: 6 <br />Background: The City of Roseville is a mandatory Municipal Separate Storm Sewer System (MS4) <br />by the MPCA and has designed a stormwater management program to meet the requirements of our <br />NPDES Phase II permit. Under the NPDES permit, one of the minimum control measures that <br />Roseville must satisfy relates to illicit discharges to the MS4. Annually, we review our ordinances to <br />ensure that they adequately address the requirements of our Storm Water Pollution Protection Plan. <br />Upon our review this year, staff felt it was appropriate to develop a new ordinance that outlines <br />procedures to detect and remove illicit discharges and improper disposal into th.e MS4 to the <br />maximum extent practicable within the Ciry. See attached draft ordinance. <br />Recommended Action: <br />Discuss draft illicit Discharge Detection Ordinance and provide staff with feedback. <br />
