Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: May 26, 2009
Item Description: Illicit Discharge Detection Ordinance
Item No: 6
Background: The City of Roseville is a mandatory Municipal Separate Storm Sewer System (MS4)
by the MPCA and has designed a stormwater management program to meet the requirements of our
NPDES Phase II permit. Under the NPDES permit, one of the minimum control measures that
Roseville must satisfy relates to illicit discharges to the MS4. Annually, we review our ordinances to
ensure that they adequately address the requirements of our Storm Water Pollution Protection Plan.
Upon our review this year, staff felt it was appropriate to develop a new ordinance that outlines
procedures to detect and remove illicit discharges and improper disposal into th.e MS4 to the
maximum extent practicable within the Ciry. See attached draft ordinance.
Recommended Action:
Discuss draft illicit Discharge Detection Ordinance and provide staff with feedback.
