Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: May 26, 2009 Item No: 7 <br />Item Description: Storm Water Drainage Fee Adjustments <br />Background: In 1984, the City of Roseville adopted City Code Chapter 803 STORM WATER <br />DRAINAGE tTTILITY. This purpose of this ordinance was to allow the City to operate the <br />municipal storm sewer as a public utility pursuant to Minn. 5tat. Section 444.075 from which <br />revenues can be derived subject to the provisions of the City Code and Minnesota statutes. The <br />storm water drainage utility is a part of the Public Works Department and under the <br />administration of the Public Works Director. <br />The municipal storm water drainage utility utilizes a fee structure based on the anticipated <br />relative contribution of storm drainage runoff volumes to the storm water drainage system. A <br />parcel's contribution is determined by that parcel's size and its land use, under the principal that <br />more intensively developed land uses typically have a larger percentage of impervious surface <br />and contribute a much greater volume of water and/or sedimentlnutrient loadings to the system: <br />As a part of the code, the City Council can adopt policies recommended by the Public Works <br />Director, by resolution, for adjustment of the storm water drainage fee for parcels based upon <br />hydrologic data to be supplied by property owners, which data demonstrates a hydrologic <br />response substantially different from the standards. Such adjustments of storm water drainage <br />fees shall not be made retroactively. <br />The original policy for credit was developed shortly after the City Ordinance was adopted in <br />1984. Since 19$4, the "standards" regarding storm water quality and volume have changed <br />substantially. What was once considered unique circumstances is now to some degree standard <br />requirements in both. City and watershed rules: Upon review of this 25 year old policy, staff felt <br />it was appropriate to review and update to recognize these changes. We have had a recent request <br />regarding this policy. We have- attached the Ordinance as well as the policy for your review and <br />our discussion. <br />Recommended Action: <br />Discuss Storm. Water Drainage Fee Adjustment Policy. <br />
