The City Council then holds the public hearing and adapts a resolution <br />of its intent to organize collection of solid waste. An ordinance, contract, or License for <br />organizing collection cannot be adapted far at least 180 days from the passage of the <br />resolution. The resolution must also invite interested persons, including those Licensed to <br />collect solid waste, to participate in the planning of the organized collection. <br />90-Day Planning Period. During the 90-day period after the resolution is adopted, the <br />City must develop plans or proposals for the organized eol[ection. During this 90-day planning <br />period, the City must invite and use the assistance of persons licensed to operate solid waste <br />collection in the City. <br />90-Da~gotiation Period. For an additional 90-day period following the 90-day <br />planning period, the City must discuss possible organized collection arrangements with all <br />licensed collectors operating in the City who have expressed interest in participating in the <br />process. lf` the City is unable to reach an agreement with a majority of the licensed <br />participants, or at the end of the 90 days, the City can implement an ordinance, contract, or <br />license for organized collection of solid «~aste. <br />Findings. In enacting an organized collection method, the City must make specific <br />findings. These findings must describe in detail the procedures the City used to plan organized <br />collection and attempts to implement organized collection through an arrangement with <br />interested collectors. Findings that evaluate the collection method in terms of achieving stated <br />goals, minimizing displacement of collectors, ensuring participation of all interested parties in <br />the decision-making process, and maximizing efficiency in solid waste collection are also <br />required: <br />Abbreviated Procedure.
