Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda item <br />Date: September 22, 2009 Item No: 8 <br />Item Description: Storm Drainage Ordinance Updates <br />Background: At the May 26, 2009, PWETC meeting, staff brought forward two items for <br />review and comment. These were a draft Illicit Discharge ordinance and the Storm Utility Fee <br />Credit policy. During the discussion of that item, the Commission requested that staff expand <br />the scope of this policy review to include the investigation of all storm drainage items within the <br />City Code. Staff wanted to provide the commission with an update of our progress. <br />Section 803 ofthe City Cade is currently titled "Storm Water Drainage". This is attached. Other <br />storm drainage regulations are located in numerous areas of the Zoning Code {Chapter 10). <br />In August, the City issued an RFP to 8 planning consultants for the update of the City's Zoning <br />Code. The proposals are being reviewed by staff, with the expectation that the City Council will <br />be asked to approve a contract at their regular meeting on October 12. The work will commence <br />in November with completion by the end of summer 2010. Staff believes that our code updates <br />should be done in conjunction with the Zoning Code update. <br />During the zoning code update process Public Works staff will be working with the City <br />Attorney and Planning staff on how the zoning and public works code sections inter-relate. At <br />this time, staff is considering adding the following new sections to Chapter 803. <br />Illicit Discharge Ordinance: We have reviewed the ordinances from other Cities our size and <br />have found that most have implemented the model ordinance that we provided for you at the May <br />meeting. Since this ordinance is not currently part of the Zoning Code, we could continue to <br />work on it at this time. <br />Storm Water Drainage: 'the City's zoning code has many sections devoted to storm water <br />drainage, including items such impervious lot coverage, parking lot reconstruction & meeting <br />current requirements, erosion control, drainage between parcels, wetlands, etc. <br />Storm Utility Fee Credits: In our research we found a wide diversity of policies in regards to <br />how credits were calculated. The credits can be written in to the code or adopted by <br />reference in the code. Traditionally Roseville adopts fees and credit items by reference. <br />Recommended Action: <br />Discuss Storm Drainage Ordinances and provide staff with feedback. <br />
