Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: October 27; 2009 Item No: 5
Item Description: Proposed Illicit Discharge Ordinance
Background:
The City of Roseville is a mandatory Municipal Separate Storm Sewer System (MS4) by the MPCA
and has designed a starmwater management program to meet the requirements of our NPDES Phase
II permit. Under the NPDES permit, one of the minimum control measures that Roseville must
satisfy relates to illicit discharges to the MS4. Annually, we review our ordinances to ensure that
they adequately address the requirements of our Storm Water Pollution Protection Plan. Upon our
review this year, staff felt it was appropriate to develop a new ordinance that outlines procedures to
detect and remove illicit discharges and improper disposal into the MS4 to the maximum extent
practicable within the City. See attached draft ordinance.
Attached is the draft. Illicit Discharge and Connections ordinance. This draft has been
substantially updated since our last meeting to incorporate comments from the Commission and
City Staf£ We have provided this draft ordinance to the City Attorney for review and comment
as it relates to current City codes and procedures as well as state statutes.
Recommended Action:
Discuss Illicit Discharge Ordinance and provide staff with feedback.
