Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 27; 2009 Item No: 5 <br />Item Description: Proposed Illicit Discharge Ordinance <br />Background: <br />The City of Roseville is a mandatory Municipal Separate Storm Sewer System (MS4) by the MPCA <br />and has designed a starmwater management program to meet the requirements of our NPDES Phase <br />II permit. Under the NPDES permit, one of the minimum control measures that Roseville must <br />satisfy relates to illicit discharges to the MS4. Annually, we review our ordinances to ensure that <br />they adequately address the requirements of our Storm Water Pollution Protection Plan. Upon our <br />review this year, staff felt it was appropriate to develop a new ordinance that outlines procedures to <br />detect and remove illicit discharges and improper disposal into the MS4 to the maximum extent <br />practicable within the City. See attached draft ordinance. <br />Attached is the draft. Illicit Discharge and Connections ordinance. This draft has been <br />substantially updated since our last meeting to incorporate comments from the Commission and <br />City Staf£ We have provided this draft ordinance to the City Attorney for review and comment <br />as it relates to current City codes and procedures as well as state statutes. <br />Recommended Action: <br />Discuss Illicit Discharge Ordinance and provide staff with feedback. <br />
