Roseville Publie Works, Environment and <br />'t'ransportation Commission <br />Agenda Item <br />Date; October 27, 2009 Item No: '1 <br />Item Description: 2010 Budget Process Update <br />Background: As we discussed at your September meeting the City Council recently received a <br />report from Springstead Incorporated which details the cost of providing various services <br />supported by the city's tax levy. They were retained to assist staff in developing program cost <br />analysis for use in the budget process for 2010. This is consistent with a Budgeting for Outcomes <br />approach where one determines the amount of revenue available and then prioritizes programs <br />and services and only funds the programs which fit the revenue available. Unfunded programs or <br />services are discontinued or reduced if partially funded. Staff will discuss what has transpired <br />since your September meeting. The Council is scheduled to discuss their priorities for the entire <br />tax supported list of city services at their meeting on Monday October 26, 2009. Staff will share <br />what we learn from that meeting and will be prepared to discuss impacts of any potential <br />program changes if identified at their meeting. The City Council needs to adopt a 2010 City <br />budget by the end of December of this year. <br />Recommended Action: <br />Discussion <br />
