Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: December 22, 2009 Item No: 6 <br />Item Description: Overhead Electrical Undergrounding Discussion (Rice St. Interchange <br />Project) <br />Background: <br />The undergrounding of the overhead electric lines and other communication lines is <br />recommended for consideration for future reconstruction projects on Rice Street by the <br />Ramsey County Rice Street Design Advisory Committee. As a part of the Rice Street <br />Interchange design process, staff requested preliminary cost information from Xcel Energy to <br />provide a basis for discussion of a potential surcharge on customer electric bills per the <br />surcharge process approved by the Minnesota Public Utilities Commission. We have <br />preliminary numbers on the cost of undergrounding the overhead electric lines from Co Rd. <br />B to Co. Rd B-2 for consideration for the Interchange project. We anticipate having a <br />discussion with the City Council in January on this important issue. The Public Utilities <br />Commission allows Xcel Energy to pass the cost of undergrounding to Iocal rate payers via a <br />surcharge on the community's electric bills. The preliminary cost to underground this <br />segment of overhead electric lines is approximately $600,000 and would result in an <br />estimated $.76 per month surcharge on Roseville residential customer electric bills for a three <br />year period. <br />We will discuss the surcharge process and our preliminary discussions with Little Canada <br />with the Commission at your meeting. We will also have pictures of the Rice St. Comdor <br />showing the prominence of the overhead electric lines. <br />Recommended Action: <br />Discussion and recommendation to City Council on this issue. <br />Attachments: <br />None <br />
