Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: January 26, 2.010 Item No: 5 <br />Item Description: Twin Lakes Phase II Infrastructure Project <br />Background: <br />Phase 2 of the Public Infrastructure Improvement consists of the following work: <br />• Extension of Twin Lakes Parkway from the Mount Ridge roundabout east to Prior Avenue <br />• Construction of a roundabout at Twin Lakes Parkway and Prior Avenue <br />• Reconstruction of Prior Avenue from Twin Lakes Parkway to County Road C <br />• Construction of a signal at the intersection of Prior and County Road C <br />• Associated utility extensions including sanitary sewer, water main and storm sewer <br />In 3une 2008, the City Council approved an engineering contract with WSB for the design of the <br />public infi•astructure within the Twin Lakes redevelopment area. WSB have provided staff with a <br />complete set of design plans for this phase of construction. <br />To complete the Phase 2 infrastructure improvements, staff anticipates that the City only needs <br />to acquire a very limited amount of permanent right of way and temporary construction <br />easements from 1885-1915 County Road C, which is owned by a real estate investment trust <br />based out of Aurora, Colorado. The majority of the needed right of way was acquired last <br />summer. <br />On September 21, 2009, the City Council approved a contract with Braun Intertec to enroll the <br />Phase 2 infrastructure area into the State's Voluntary Investigation and Cleanup Program and <br />develop a Response Action Plan (RAP) for the Phase 2 project. In its proposal, Braun. <br />recommended using a similar approach to cleanup that was approved by the Minnesota Pollution <br />Control Agency (PCA) for the initial phase of infrastructure i.mprove~nents. Braun submitted the <br />RAP to the PCA and the PCA has indicated through email correspondence that the agency needs <br />additional information regarding the extent of the contamination within the right of way prior to <br />it approving the plan. The MPCA has provided the City with a letter and to indicating what <br />information the City needs to provide in order to receive approval of the plan. Based on this, <br />Braun, completed additional subsurface sampling in order to fully characterize the level and <br />extent of contamination within the right of way. <br />Staff estimates that the Phase 2 project will cost approximately $2.9 million. The following table <br />breaks out the costs based. on the 60-percent design plans. <br />
